The content of the inspection focuses on the vehicle registration status, the implementation of name transfer procedures when transferring ownership, origin, management status, use and safety assurance conditions of vehicles.
Motorbikes and mopeds have long been the main means of transportation for most workers in industrial parks, industrial clusters, businesses and high-tech zones. Every day, from early morning to late at night, tens of thousands of workers move by motorbike on suburban roads, inter-communal roads, and roads leading to industrial parks. These are not only means of livelihood, but also "companiers" in the journey to work, go home, and take care of family life.
This is a necessary and practical task in the context that the number of personal vehicles of workers is very large, while many vehicles have been bought and sold many times, transferred but have not been transferred to the right name according to regulations. The reality at many worker dormitories shows that, due to difficult economic conditions, many workers choose to buy old vehicles to go to work. Some vehicles have been owned by many generations, with incomplete papers, non-genuine license plates, and even unclear origins.
When vehicles are not fully managed, there is a risk of many consequences. First of all, difficulties in ensuring security and order. A car of unknown owner, of unknown origin may be exploited in illegal acts, from theft, illegal pawn to incidents causing insecurity in industrial parks and boarding houses. When an incident occurs, functional agencies also encounter difficulties in tracing, verifying and handling.
In addition, the use of vehicles that do not meet safety conditions also directly threatens the lives and health of workers themselves. Many old vehicles, degraded vehicles, worn brakes, broken lights, worn tires, sirens that do not work or are not periodically maintained are still used daily. With the characteristic that workers often go to work in shifts, some people finish their shifts late at night or early morning, driving vehicles that do not ensure safety further poses a potential risk of traffic accidents.
Therefore, reviewing workers' motorbikes should not be seen simply as an administrative inspection. The greater significance of this activity is to contribute to risk prevention, protecting the safety of workers and maintaining social order and safety in areas with a large concentration of workers. When vehicles are registered, transferred, clearly identified origin and meet safety conditions, workers are also more assured when participating in traffic.
Hanoi Police affirmed that the review process was carried out according to the correct procedures, ensuring that it does not affect the production and business activities of enterprises as well as the travel of workers. Functional forces record vehicle information, compare vehicle registration data on the management system, and identify cases where ownership has been transferred but procedures for transfer of ownership have not been carried out as prescribed to guide people to complete dossiers and procedures.
On the worker's side, it is also necessary to raise responsibility and coordinate with functional agencies because the purpose of the worker's vehicle inspection process is a necessary step to build a safer living and working environment in industrial parks. This inspection will contribute to ensuring security and order, preventing crime, reducing the risk of traffic accidents and most importantly protecting the workers themselves.
