Recorded at construction package XL03, the section from Vam Thuat river to Luong Ngoc Quyen bridge, especially in the area near Van Lang University, is currently the place with the most urgent working atmosphere throughout the project. Started on May 15, 2025 with a construction time of 450 days, the contractor is focusing maximum manpower and equipment to accelerate progress.




According to the plan, the section in front of Van Lang University is expected to be technically opened to traffic in April and basically complete the items in June 2026. The investor and contractors are aiming to complete and hand over the entire XL03 package in November 2026.
As for the remaining two bidding packages, XL01 and XL02, they are facing many difficulties, mainly due to incomplete site clearance. At bidding package XL02, the section from Bui Dinh Tuy street to Luong Ngoc Quyen street, including Binh Loi and Binh Trieu canal branches, although construction started on December 5, 2025, this area is still mainly in the process of site clearance.




The delay is most clearly shown at package XL01, the section from Bui Dinh Tuy bridge to Nhieu Loc - Thi Nghe canal. Here, almost no clear changes in construction have been recorded. The presence of dilapidated houses extending out into the canal shows that the volume of clearance here is still very large.

In fact, the Xuyen Tam canal renovation project has a total investment of more than 17,200 billion VND, of which compensation, support and resettlement costs account for the majority with nearly 14,000 billion VND. The project affects nearly 2,200 households and organizations, creating huge pressure on site clearance work in Binh Thanh and Go Vap districts before.


To solve the resettlement problem, Ho Chi Minh City is urgently implementing the Social Housing project at No. 4 Phan Chu Trinh, Binh Thanh ward. The project includes 3 20-story apartment blocks, developed according to the model of housing combined with commerce and services. This place will serve resettlement for households affected by the Xuyen Tam canal project, contributing to ensuring social security for people who give up land for the project.

Recently, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc inspected the project progress. Faced with the reality of differentiated progress, city leaders requested departments, branches and localities to flexibly receive and hand over land in parts, accelerate infrastructure relocation and completely remove obstacles. Up to now, 3 wards under the project have paid money to 2,011 households and 787 households have handed over land. Ho Chi Minh City is determined to complete the entire site clearance stage before June 2026 to bring the project to the finish line on schedule in 2028.
