Ho Chi Minh City misses the land handover deadline for the Xuyen Tam canal renovation project

Ho Chi Minh City cannot hand over the entire site of the Xuyen Tam canal renovation project in November 2025 according to the direction of Ho Chi Minh City Party Secretary Tran Luu Quang.

The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Hoang Nguyen Dinh at the meeting to listen to the report on the progress of compensation, support, resettlement and site clearance for the Xuyen Tam canal renovation project (section from Nhieu Loc - Thi Nghe canal to Vam Thuat river).

On September 23, 2025, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang directly surveyed and inspected the project progress and requested that all compensation, support, resettlement, and site clearance work be completed in November 2025.

However, to date, the progress of site handover has not met requirements. The main reason identified is that the resettlement housing and social housing fund has not been handed over in time to be arranged for people subject to relocation.

To remove bottlenecks, leaders of the Ho Chi Minh City People's Committee requested departments, branches, and related units to urgently review the causes, focus on thoroughly handling the existing problems, and at the same time deploy a series of specific tasks.

The Ho Chi Minh City People's Committee assigned the Department of Construction to urgently complete the repair of apartments serving resettlement before March 30, 2026 to soon hand over to people to stabilize their lives.

The Department of Construction must review the entire resettlement housing fund currently in the city, as a basis for planning resettlement policies in the coming time, and report to the Ho Chi Minh City People's Committee before January 15, 2026.

The Department of Agriculture and Environment is assigned to regularly monitor and update the project progress; proactively guide localities to implement temporary residence for resettled households and social housing, ensuring compliance with regulations and meeting practical requirements.

The Ho Chi Minh City Civil and Industrial Construction Investment Project Management Board must accelerate the progress of the social housing project at No. 4 Phan Chu Trinh, Binh Thanh ward, in order to soon create a resettlement housing fund to serve the Xuyen Tam canal project. In case difficulties and obstacles arise, this unit must promptly report and propose to the Ho Chi Minh City People's Committee for consideration and direction of handling.

Xuyen Tam canal is nearly 9 km long, connecting from the Nhieu Loc - Thi Nghe canal to the Vam Thuat river, flowing through An Nhon wards (former Go Vap district), Gia Dinh, Binh Thanh and Binh Loi Trung wards (former Binh Thanh district).

The project includes a main route of 6.7 km and three sub-branches (Binh Loi, Binh Trieu, Cau Son canals) about 2.2 km long.

The total investment of the project is more than 17,000 billion VND, of which compensation, support and resettlement costs account for about 14,000 billion VND. The project recovers land from more than 2,230 households and organizations.

Currently, all three construction packages have been started, but the progress of site handover has not yet met construction requirements.

Xuyen Tam canal will dredge the canal bed 3.5 m deep, expanding the cross-section from 20 - 30 m; build a synchronous wastewater and rainwater collection system to improve the environment and limit pollution.

The two banks of the canal will form a road 6 m wide on each side, including two lanes, sidewalks 3 - 4 m wide, combined with parks, green trees and a complete lighting system, contributing to urban embellishment and improving the quality of life for people.

Ho Chi Minh City aims to complete the entire Xuyen Tam canal renovation project in 2028.
