On October 28, the Hanoi Department of Construction announced that it had granted a construction permit to Hoang Mai - Hanoi Construction Investment Company Limited to construct the L3 bridge across the Lu River (under the Ring Road 2.5 project, Dam Hong - National Highway 1A section).
The license is valid from October 28, 2025 to March 31, 2026.
Accordingly, Hoang Mai - Hanoi Construction Investment Company Limited is allowed to fence off and separate traffic lanes on Trinh Dinh Cuu and Ha Ke Tan streets to construct the L3 bridge construction item (Km1+394 program) within the scope of road infrastructure protection according to the approved design documents and construction organization, including the following main contents:
Barricading and organizing lane division on Trinh Dinh Cuu Street in status quo to construct the L3 bridge construction item
- Phase 1
Construct temporary road on the left side of the road on the cleared site, temporary road 7m wide (equal to the existing Trinh Dinh Cuu road surface), temporary road length about 48m; vehicles traveling along the existing Trinh Dinh Cuu road through the temporary road construction area.
- Phase 2
Organize a fixed barrier on Trinh Dinh Cuu Street on the right side of the road (frame of the L3 bridge construction area), the barrier length = 48m to serve the construction of the L3 bridge construction item; vehicles traveling according to the temporary road system through the construction barrier area.
Barricading and organizing lane division on Ha Ke Tan Street to construct the L3 bridge construction item
- Phase 1
Construct temporary road on the right side of the road on the cleared site, temporary road 6m wide (equal to the existing Ha Ke Tan road), temporary road length about 47m; vehicles traveling along Ha Ke Tan road through the temporary road construction area.
- Phase 2
Organize a fixed barrier on Ha Ke Tan Street on the left side of the road (frame of the L3 bridge construction area), the barrier length = 47m to serve the construction of the L3 bridge over the Lu River; vehicles traveling according to the temporary road system through the construction barrier area.
At the construction area on Ha Ke Tan Street and Trinh Dinh Cuu Street, the Department of Construction requested investors and contractors to arrange barriers, stretch reflective ropes, install a system of warning signs and night warning lights, and arrange 3 layers of warning in advance to guide people and vehicles participating in traffic.
The investor is responsible for implementing measures to ensure environmental sanitation and measures to ensure labor safety during the construction process, construction machinery is only allowed to circulate within the construction area from 10:00 p.m. to 5:00 a.m.
Outside of the permitted construction hours, construction machinery, vehicles, and electricity must gather within the barrier at the construction site.
