On December 27, Mr. Ho Huu Nghi - Chief Inspector of Tien Giang province - signed and issued the inspection conclusion on compliance with the law in performing functions, tasks and financial activities at Tien Giang College.
Accordingly, the inspector discovered that Tien Giang College organized training but did not check and review to implement the policy of supporting elementary level training and training under 3 months for subjects such as rural workers, women, and people with disabilities.
The management and issuance of college diplomas, secondary school diplomas, primary certificates and training certificates still have many shortcomings, such as: original books have not been signed or sealed (in 2023-2024) and written reports have not been made to relevant agencies.
Through checking and reviewing records, it was determined that students still owe tuition fees from 2021 (semester II of the 2020-2021 school year) to July 31, 2024 (semester II of the 2023-2024 school year) with a total amount of more than 377 million VND.
In some cases, there were no records or documents showing that the students had attended the course or had been forced to drop out, but Tien Giang College continued to request compensation for tuition exemption and reduction with a total amount of more than 409 million VND.
In particular, in the 3 years (2021-2023), Tien Giang College conducted online contractor selection without reaching the required number of bid packages. The practice materials were budgeted at the beginning of the year, but the school divided the bid packages incorrectly according to Clause 3, Article 33 of the 2013 Law on Bidding.
Tien Giang College set the price of package 01 incorrectly (not referring to the most recent local price but to the price in Ho Chi Minh City), did not review and update the package price when there were fluctuations. The organization of the evaluation of bidding documents also had shortcomings: the bidding contractor was a joint venture, but the evaluation report commented that it was an "independent bid"; the joint venture agreement only stated the percentage of the value to be undertaken without assigning specific tasks to the members of the joint venture. The school established a team to evaluate the bidding documents and the results of the contractor selection, but 2/3 of the individuals did not have the appropriate professional qualifications according to regulations.
Tien Giang College also purchased public assets, including 2 devices exceeding the limit set by the Provincial People's Committee with a total cost of 226 million VND.
From the above limitations and shortcomings, the Inspectorate of Tien Giang province recommends that the Chairman of the People's Committee of Tien Giang province organize a review meeting to gain experience for individuals, including: Mr. Nguyen Quang Khai - Principal of Tien Giang College; Mr. Le Van Vu - Vice Principal of Tien Giang College; Ms. Le Thuy Phuong Linh - Chief Accountant, Head of Accounting - Finance Department; Mr. Huynh Huu Phuoc - Vice Principal of Tien Giang College.
The Inspectorate of Tien Giang province also recommended that the Principal of Tien Giang College organize a review meeting and draw lessons for 9 individuals involved in the violations and limitations mentioned in the inspection conclusion.
