These days, on the construction site of the Quang Tri Airport (airport) Investment Project, the construction atmosphere is taking place urgently. Hundreds of workers and machinery systems are accelerating construction after the Government Inspectorate pointed out the shortcomings in the project implementation process.
According to the Quang Tri Provincial Construction Investment Project Management Board, there are currently about 400 workers on the construction site. A system of vehicles and equipment is mobilized with 46 dump trucks and trucks of all kinds; 49 bulldozers, rollers, levelers, concrete spreaders; 5 CDM drilling rigs and about 60 other equipment and machinery. The increase in manpower and equipment is to compensate for the previous slow progress and meet the project completion requirements under the BOT contract.
The Quang Tri airport project is implemented in the form of public-private partnership (PPP), BOT contract, subject to inspection according to Decision No. 680/QD-TTg dated July 23, 2025. By December 26, 2025, the Government Inspectorate will issue Inspection Conclusion Notice No. 3436/TB-TTCP, leading to data at the time of inspection being different from the actual implementation.
The inspection conclusion clearly stated that at the time of inspection, the investor's financial arrangement was too slow. After 16 months since the BOT contract took effect, the enterprise only contributed 96.9 billion VND out of total owner's equity of 421.3 billion VND, reaching about 23%, violating the provisions of the PPP Law. A series of errors in survey dossiers, design, contractor selection, supervision and site clearance were also pointed out.
Faced with the rectification request of the Government Inspectorate, under the direction and urging of the People's Committee of Quang Tri province, the Provincial Construction Investment Project Management Board and the investor have focused on removing the biggest "blocks" of the project, especially the issue of capital and progress.
According to the Quang Tri Provincial Construction Investment Project Management Board, to date, the investor has mobilized 307.9/421.3 billion VND of equity, reaching 73.08%, a sharp increase compared to the inspection time. Regarding loans, the project enterprise has completed the signing of credit contracts and is preparing procedures for disbursement to serve construction.
Regarding progress, the project has completed the aircraft parking area and auxiliary items serving construction from March 2025. Main items such as runways, rollers, passenger terminals, air traffic control stations and technical infrastructure are being deployed synchronously.
The air traffic control station has completed all foundations and reinforced concrete piles, is constructing the 1st floor, and is expected to complete the rough part in March 2026 and complete the entire section in June 2026. The runway has been widely concreted 800m long, and is constructing the treatment of weak soil foundation with CDM piles, expected to be completed before April 30, 2026; the entire rolling road system and safety strip will be completed before June 30, 2026.
Passenger terminal has completed pile foundation, foundation platform, leveling, and is constructing foundation beams and MEP sound system. To date, the value of completed acceptance volume of the entire project has reached about 20%, an increase of 11% compared to the inspection time.
The Quang Tri Provincial Construction Investment Project Management Board said that the unit has performed supervision responsibilities in accordance with the Law on PPP and related decrees, regularly inspecting the site, urging progress and reporting to the Provincial People's Committee. The investor has also developed detailed progress plans and roadmaps for each item, focusing maximum resources with the goal of synchronously completing the project in June 2026, putting the airport into operation from July 2026.
The Quang Tri airport project is invested by T&T Group Joint Stock Company, with a total investment of more than 5,821 billion VND, airport scale of level 4C, designed capacity of about 5 million passengers per year.
