According to Inspection Conclusion Notice No. 3436/TB-TTCP dated December 26, 2025 of the Government Inspectorate, the Quang Tri Airport Construction Investment Project revealed many shortcomings and violations in the implementation process.
The conclusion clearly stated that the investor's financial arrangement was too slow compared to the signed BOT contract. After 16 months since the contract took effect, the enterprise only contributed 96.9 billion VND out of a total contributed capital of 421.3 billion VND, reaching about 23%, violating the provisions of the Law on Investment in the form of public-private partnerships.
The Inspectorate also pointed out a series of errors in the preparation and organization of project implementation. The investor did not send complete survey and design dossiers, contractor capacity, construction contracts and mobilization and disbursement documents for competent state agencies to inspect and supervise. The preparation, appraisal, and approval of designs after basic designs for many items were delayed by about 7 months; Project Management Directors appointed did not meet the conditions according to regulations.

After 15 months of construction, the value of completed acceptance volume only reached 9.17%, while the value of acceptance payment only reached 4.23% of the total investment, not meeting the progress according to the BOT contract. Notably, some bidding packages have selected contractors but have not signed construction contracts; many bidding packages are deployed when the site has not been handed over, not meeting the conditions for commencement according to the Construction Law.
The inspection and supervision work of the Quang Tri Provincial Construction Investment Project Management Board is assessed as having many limitations, not fully implementing responsibilities under the BOT contract, and not promptly reporting to the Provincial People's Committee when the project is behind schedule.
Site clearance continues to be a major bottleneck for the Quang Tri airport project. Up to the time of inspection, there are still 22.37ha, accounting for 8.42% of the area, not yet handed over to Quang Tri Airport Co., Ltd., not fulfilling the commitment to complete before December 31, 2024. In addition, nearly 41ha of rice land has been leased but not yet handed over on the ground; the project enterprise has not completed procedures to determine money for protection and development of rice land according to regulations.
The Government Inspectorate determined that responsibility for the shortcomings and violations belongs to the People's Committee of Quang Tri province, the Departments of Agriculture and Environment, the Department of Construction, the Provincial Construction Investment Project Management Board, the People's Committee of Gio Linh district (old) and the investor.
On that basis, the Inspectorate proposed that the Prime Minister direct the People's Committee of Quang Tri province to review and handle the responsibilities of relevant collectives and individuals; urgently complete site clearance and land handover; review the feasibility study report and force businesses to complete capital mobilization and sign credit contracts before December 2025. In case the project is still not completed according to the BOT contract by July 2026, the Provincial People's Committee must report to the Prime Minister for consideration of handling measures according to regulations.
The Quang Tri Airport Project is invested in PPP form, BOT contract, invested by T&T Group Joint Stock Company, with a total investment of more than 5,821 billion VND, airport scale of level 4C, designed capacity of about 5 million passengers per year.
