Up to now, the Executive Committee of the Ninh Binh Provincial Party Committee has issued and announced the Decision on the establishment of the Hoa Lu City Party Committee on the basis of merging the Ninh Binh City Party Committee and the Hoa Lu District Party Committee.
Mr. To Van Tu - Head of the Organizing Committee of Ninh Binh Provincial Party Committee said that on December 26, the Standing Committee of Ninh Binh Provincial Party Committee held a ceremony to announce the Decision on the establishment of Hoa Lu City Party Committee on the basis of merging Ninh Binh City Party Committee including 69 grassroots party organizations with 11,375 party members and Hoa Lu District Party Committee including 54 party organizations with 5,246 party members.
The first term of the Hoa Lu City Party Committee is 2020 - 2025. The Hoa Lu City Party Committee is a party organization under the Ninh Binh Provincial Party Committee, officially coming into operation from January 1, 2025.
In Decision No. 1493-QD/TU dated December 18, 2024 of the Standing Committee of the Ninh Binh Provincial Party Committee, the Executive Committee of the Hoa Lu City Party Committee for the 2020-2025 term was appointed to consist of 67 members and the Standing Committee of the Hoa Lu City Party Committee to consist of 17 members. In particular, Mr. Dinh Van Tien, Secretary of the Ninh Binh City Party Committee, was appointed to hold the position of Secretary of the Hoa Lu City Party Committee; the Deputy Secretaries include Mr. Bui Thien Thi, Secretary of the Hoa Lu District Party Committee; Mr. Nguyen Van Cuong, Standing Deputy Secretary of the District Party Committee, Chairman of the Hoa Lu District People's Council.
Regarding the consolidation of the People's Council and the People's Committee of Hoa Lu city, it will be carried out at the meeting of the People's Council of Hoa Lu city scheduled to take place on January 1, 2025. The People's Committee of Hoa Lu city will submit to the meeting of the People's Council of the city for consideration and decision to establish a specialized agency.
Specifically, it is to merge specialized agencies and administrative organizations with similar functions and tasks of Ninh Binh City People's Committee and Hoa Lu District People's Committee according to regulations.
For public service units, reorganize and arrange public service units providing the same type of public service services in the area. Ensure that it is suitable for the population size, service radius, and network planning of public service units, ensure the streamlining of focal points, streamlining of staff, and restructuring and improving the quality of civil servants.
The establishment, reorganization and dissolution of public service units under the People's Committee of Hoa Lu city shall be carried out in accordance with the provisions of the specialized Law, the guiding documents of the Government, the Ministry of Industry and field management and the provisions of Decree No. 120/2020/ND-CP dated October 7, 2020 of the Government regulating the establishment, reorganization and dissolution of public service units.
As for public educational and training units, in the immediate future, maintain the status quo of educational and training units in administrative units and make arrangements to ensure teaching and learning quality, as well as meet students' travel and study requirements, and rename schools to match the name of the new administrative unit.
