Promoting democracy and respecting people's opinions
According to the overall plan, after arrangement, Quang Ngai will reduce 546 villages and residential groups, equivalent to 31.93% of the total number of existing units. After implementing the overall plan for arrangement and reorganization, the whole province is expected to have 1,161 villages and residential groups left. Localities are completing projects to submit to competent authorities for consideration and decision according to the roadmap (before June 30, 2026).
Many localities proactively choose new village and residential group names in a methodical and scientific manner, on the basis of promoting democracy and respecting people's opinions.
Ms. Nguyen Thi Ngoc Dung - Chairwoman of Truong Quang Trong Ward People's Committee said that naming residential groups when implementing the merger is considered a "difficult problem", because the names of each residential group are closely associated with the memories and spiritual life of the people.
Therefore, this requires democracy and understanding to create high consensus, in order to preserve community cultural identity and the solidarity of the people. Therefore, the naming of new residential groups has been carefully and scientifically studied, and has received high consensus from officials, party members and the People.
In addition to keeping some village names rich in historical and cultural values, Truong Quang Trong ward will also change the names of some new residential groups, such as changing the name of Lien Hiep 2 residential group and reorganizing on the basis of taking a part of the residential groups in the ward to form a new residential group called Phu Nhon (taking the name of the old Phu Nhon village associated with the place where revolutionary Truong Quang Trong was born).
Those names not only serve administrative management but also become "cultural addresses", preserving community memories and the pride of many generations of people. "The naming and renaming of residential groups must be consistent with historical, cultural, customary, and habit traditions; be agreed upon by the People; and encourage the preservation of traditional landmarks that have been stably and long-term associated with the residential community," said Ms. Nguyen Thi Ngoc Dung.
Balancing between administrative management and cultural identity
Similarly, in An Phu commune, some villages that do not meet the standards are subject to merger and the locality has agreed to rename and give new names to some villages such as Van Tuong, Ba La, Nghia Dong, Nghia Dung instead of mechanical numbering. These are all place names associated with the history, culture and tradition of the locality.
After Nghia Dung commune merged with An Phu and Nghia Dong communes to establish An Phu commune, many people thought that name would only remain in memory. Now that the locality has named the new village Nghia Dung, people are very happy, because this is a name that has been associated with many generations," Ms. Pham Thi Thao, in hamlet 3, An Phu commune shared.
Similarly, in Sa Binh commune, people in Lung Leng and Binh Loong villages agreed with the plan to merge and take the name Lung Leng for the new village. Taking the name Lung Leng is associated with the famous Lung Leng archaeological site, a place marking ancestors from prehistoric times tens of thousands of years ago.
When people see the image of their homeland in the new name, consensus will become the motivation to jointly build a homeland that is increasingly rich, beautiful, and civilized.
In Duc Pho ward, from the current 25 residential groups, it will be reduced to 15 residential groups after arrangement. The locality has organized a meeting to discuss the plan to arrange residential groups with the participation of leading officials from various periods, and deployed to collect people's opinions before completing dossiers to submit to competent authorities for consideration.
Mr. Tran Ngoc Sang - Chairman of Duc Pho Ward People's Committee said that the arrangement was carefully studied based on administrative boundaries, culture and customs of the people. In the process of arranging residential groups, the Standing Committee of the Party Committee as well as leaders of the Ward People's Committee and agencies have carefully calculated the geographical factors as well as the customs and habits of the people.
