Implementing Conclusion No. 210-KL/TW of the 13th Central Party Committee on continuing to arrange, build, and complete the organizational structure of the political system, in the past time, many localities simultaneously implemented a program to streamline the apparatus to reduce intermediate levels.
According to the Government Electronic Information Portal on March 14, to implement the program to implement Conclusion No. 210-KL/TW of the Party Central Committee, the Chairman of Vinh Long Provincial People's Committee has just issued an official dispatch requesting agencies and units to focus on completing the functions, tasks, powers, and organizational structure of affiliated agencies and units in the direction of streamlining, reducing intermediate levels, ensuring efficient, effective, and effective operations; completing the arrangement of public non-business units (DVN), educational and medical facilities.
At the same time, arrange hamlets, clusters, neighborhoods, and residential groups in accordance with actual conditions; consolidate the team of non-specialized personnel; develop programs and plans to improve the capacity of the staff, especially digital management and data management capacity; prepare to operate the new apparatus (implemented in the first quarter of 2026).
Ninh Binh Provincial People's Committee has also issued Plan No. 110/KH-UBND on arranging public VNUs, state-owned enterprises and focal points within agencies and organizations.
Regarding the new establishment of the Commune-level Public Service Center to provide basic, essential, multi-sectoral, multi-field public services (excluding education and health), including functions and tasks on agricultural extension work for people in the area, up to this point, 129 communes and wards in the province have completed the establishment of this DVN.
Public VNUs directly under the Ninh Binh Provincial People's Committee are also rearranged and reorganized in a streamlined direction, reducing the number of project management boards directly under the Provincial People's Committee, ensuring 3 provincial-level project management boards; establishing a Land Fund Development Center directly under the Provincial People's Committee.
Also according to the Government Electronic Information Portal on March 14, at a recent working session with leaders of Ha Tinh province, Deputy Prime Minister Pham Thi Thanh Tra requested localities to seriously review and evaluate the implementation of the 2-level local government model, especially the settlement of administrative procedures and the implementation of tasks assigned, decentralized, and delimited authority; urgently consolidate, strengthen, and complete the organizational structure, especially the administrative organization.
Ha Tinh is also required to continue to review and arrange public VNUs to ensure streamlining, strengthen autonomy, improve the operational efficiency of public VNUs, especially to consolidate and improve the functions, tasks, and organizational structure of commune-level General Service Centers, and strictly implement the policies of the Party, Government, and Prime Minister on promoting decentralization and delegation of power.
Regarding the team of non-specialized officials in villages, hamlets, and residential groups across the country, at a meeting with voters on March 9, Deputy Prime Minister Pham Thi Thanh Tra said that the study of mechanisms and policies for this team will also be implemented in the near future.
The Deputy Prime Minister said that he has assigned the Ministry of Home Affairs to urgently study and advise on relevant solutions.
