According to the Government Electronic Information Portal on February 24, implementing Conclusion 210-KL/TW of the Central Government on continuing to build and complete the organizational structure of the political system in the coming time, many localities continue to deploy the arrangement of positions of Party Committee Secretaries and Chairmen of Commune-level People's Committees who are not local people.
In which, the Khanh Hoa Provincial Party Committee has just issued an action program requesting to continue to arrange and consolidate the organizational structure, including mass associations, villages, residential groups, and non-specialized personnel.
According to this action program, Khanh Hoa will continue to focus on arranging sufficient professional cadres and civil servants at the commune level to strengthen management, administration capacity and service quality for people at the grassroots level;
Continue to implement the arrangement of positions of secretaries of Party committees and chairmen of People's Committees who are not local people at the commune level in accordance with the direction of the Central Government; maintain the arrangement of 100% of chairmen of provincial and commune-level inspection committees who are not local people.
The Organization Committee of Dong Thap Provincial Party Committee previously also announced and awarded decisions of the Standing Committee of the Provincial Party Committee to transfer and appoint 16 comrades to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Party Committee, term 2025-2030 and introduced 15 comrades to elect as Chairmen of Commune and Ward People's Committees for the 2021-2026 term.
This activity aims to implement the policy of arranging commune-level People's Committee Chairmen who are not local people; at the same time, not continuing to implement the model of Party Secretary concurrently being the Chairman of the Commune-level People's Committee.
The synchronous and strict implementation of regulations on personnel work at all levels is also a key task in 2026, which was thoroughly grasped by the Government Party Committee at the conference summarizing the work in 2025 and deploying orientations and tasks for 2026 of the Executive Committee of the Government Party Committee on January 11.
In which, new regulations will be implemented according to the policy of innovating the method of commenting and evaluating cadres; continuing to drastically, synchronously, and effectively implement the policy of arranging leadership positions that are not local people.
In Conclusion 210-KL/TW in 2025, the Central Executive Committee requested to continue to drastically, synchronously, and effectively implement the arrangement of positions of Party secretaries, chairmen of People's Committees, chairmen of Inspection Committees, chief inspectors... who are not local people;
At the same time, study and implement the arrangement of positions for heads of sectors and fields: Procuracy, courts, provincial-level taxes who are not local people. Strengthen control of power in personnel work in a substantive and effective manner; resolutely overcome weaknesses, inadequacies, and loopholes in personnel work.
