According to the report of the Quang Ninh Provincial Federation of Labor, by the end of June 2025, the whole province will have about 635,000 people of working age, of which the rate of trained workers is estimated at 87.5%.
By September 2025, the Provincial Federation of Labor will manage 110,646 union members, a decrease compared to the beginning of the term, due to the decrease in the number of union members in the administrative and state service sectors after the merger.
From 2023 to present, the whole province has created additional jobs for 69,000 workers; working conditions have improved thanks to technology investment and production expansion. Most employees have increased their income, with an average income in 2024 reaching 12.7 million VND/month. However, due to the impact of Typhoon Yagi and post-COVID-19, many businesses have encountered difficulties, having to cut working days, owe wages, social insurance, etc.
In the 2023-2025 period, over 75% of enterprises with trade unions organize labor conferences every year (term target is 70%); the rate of state agencies and public service units organizing labor contracts and labor conferences reached 99.4% (term target is 98%).
100% of State-owned enterprises and 75% of non-State enterprises have trade unions organizing periodic dialogues (achieving and exceeding the target). Many businesses organize dialogues from groups and departments, attracting thousands of employees, contributing to reducing petitions, complaints, "hot spots" and labor disputes.
The Quang Ninh Provincial Federation of Labor in coordination with the Provincial National Assembly Delegation organized 3 thematic voter contact programs with the participation of more than 1,000 employees, focusing on giving comments on draft laws on Trade Unions, Social Insurance Law, Land Law, Housing Law (amended) and issues directly related to workers' rights.
The Provincial Federation of Labor has developed and implemented the program "Improving the effectiveness of representation and protection of the legitimate rights and interests of union members and workers in the 2024-2028 period" and the program of the Vietnam General Confederation of Labor on "Improving the effectiveness of dialogue and collective bargaining in the 2023-2028 period".
From 2023 to June 2025, the Provincial Federation of Labor will maintain 4 collective labor agreements (CLAs) for enterprise groups by industry. By September 2025, 73.5% of units and enterprises with trade unions had signed collective labor agreements (reaching 109% of the target); of which 56% of agreements were of type B or higher, 25% were of type A; 199 agreements were newly signed for the first time. The content of the agreement focuses on more beneficial commitments for employees in terms of salary, bonus, employment, vocational skills, and working environment. Trade unions at all levels focus on negotiating to improve the quality of shift meals; 258/926 agreements have been supplemented with higher content than prescribed.
In particular, the Provincial Federation of Labor directed the Trade Union of Dai Dong Vietnam Co., Ltd. to pilot collective bargaining on salaries for the period 2024-2026. This is one of 8 national trade unions selected by the Vietnam General Confederation of Labor to pilot the signing of a collective labor agreement on wages, salary scales - salary tables.
Trade unions at all levels have signed and maintained the "Union member welfare" agreement with 56 units, bringing benefits to 165,600 employees with a total value of over 17.3 billion VND.
The program "Union Tet Market - Tet Sum Vay" has been replicated, ensuring that all workers in difficulty are supported. From 2024, union members will participate in the online "Union Tet Market"; the Trade Unions will organize "Union Meals" for more than 80,000 employees (meal of 30,000-350,000 VND), of which the trade union's finances will support more than 2.5 billion VND.
The Provincial Federation of Labor and trade unions at all levels supported the construction and repair of 65 "Union Shelters" with a total cost of 3.065 billion VND. The Fund for Poor Workers for 1,824 workers borrowed VND43,225 billion; at the same time, maintained 22-26 loan projects from the National Employment settlement Fund (VND2.05 billion), created jobs and increased income for more than 400 workers.
Trade unions at all levels effectively propagated the resolutions of the Provincial Party Committee and the Trade Union, Resolution No. 02-NQ/TW of the Politburo "On innovation of the organization and operation of Vietnam Trade Unions in the new situation", Conclusion 79-KL/TW "On continuing to build the Vietnamese working class in the period of accelerating industrialization and modernization of the country", Conclusion No. 01-KL/TW on continuing to implement Directive 05-CT/TW "On promoting the study and following of Ho Chi Minh's ideology, morality and style".
Workers Month has been innovated, focusing on the grassroots with many practical activities: May Dialogue, Workers for Enterprises - Enterprises for Workers forum, Thank You to Workers program; visiting and subsidizing thousands of workers in difficulty; honoring more than 10,000 advanced direct workers; mobile legal propaganda and consultation.
"Quang Ninh Workers' Culture - Sports Festival" is widely maintained. Over 75% of grassroots trade unions organize sports and art competitions. At the provincial level, each year it attracts 7,000 tri triathlons of athletes from 550-800 trade unions to participate.
From 2023 to September 2025, the whole province will admit 30,203 new union members; increase 18,193 union members; establish 206 new grassroots unions. The rate of enterprises with 25 or more employees establishing trade unions is 95-100% per year.
The work of developing the Party among employees continues to be focused on. Trade unions at all levels have introduced 6,920 outstanding union members to the Party for consideration, of which 6,722 union members have been admitted.
Foreign affairs are expanded. The Provincial Federation of Labor organized a working delegation to work in Jeju (Korea); welcomed the General Confederation of Labor of the Guangxi Zhuang Autonomous Region and many international delegations to visit and work in Quang Ninh, contributing to strengthening cooperation and building a strong Trade Union organization.
