The Ministry of Home Affairs provides detailed instructions on additional job positions for communes and wards

The Ministry of Home Affairs has oriented the list of job positions at the commune level to ensure that personnel meet the requirements of the two-level local government organization.

The Ministry of Home Affairs discussed the above content after receiving the petition of voters in Tuyen Quang province sent by the National Assembly's Petition and Supervision Committee.

Accordingly, voters requested the Ministry of Home Affairs to promptly issue job positions in wards, communes and special zones; guide the development of a Job Position Project, appraise, approve, and have a training plan to have enough staff, civil servants and public employees with professional qualifications suitable for job positions.

Regarding this content, to ensure that personnel at the commune level meet the requirements of organizing local government at both levels to operate effectively and smoothly, the Ministry of Home Affairs issued Official Letter No. 749/BNV-CVCC dated August 31, 2025 and Official Letter No. 9395/BNV-CCVC dated October 15, 2025 on the orientation of the list of job positions at the commune level.

Accordingly, the Ministry recommends that localities proactively develop and approve the Project on job positions for commune-level civil servants under their management.

Implementing the provisions of the Law on Cadres and Civil Servants 2025 and Official Letter No. 1575/QD-TTg, the Ministry of Home Affairs is currently researching and drafting a Decree regulating civil servant job positions to organize the implementation of the Decision on the arrangement, use and management of civil servants according to job positions in accordance with the spirit of the Law on Cadres and Civil Servants 2025.

According to Official Dispatch No. 9395/BNV-CCVC, the Ministry of Home Affairs said that, through the recommendations of a number of localities, based on relevant legal regulations, the Ministry is oriented to add job positions at the People's Committee of the commune. This is also based on ensuring compliance with the framework of commune-level civil servant payroll according to the regulations of competent authorities.

The Ministry of Home Affairs orients the position of specialists to assist the People's Council departments. Accordingly, this position is arranged at the office of the People's Council and People's Committee at the commune level, performing the task of advising and assisting the People's Council and the departments of the People's Council at the commune level according to the provisions of law.

Based on the task requirements, the People's Committee of the commune proactively determines the requirements for civil servant training to arrange appropriately, ensuring good performance of assigned tasks.

Regarding the position of chief accountant or accounting manager and accounting officer, the Ministry of Home Affairs is oriented to arrange them in specialized departments and public administrative service centers under the People's Committee of the commune identified as accounting units and budget estimation units according to the instructions of the Ministry of Finance.

The determination of the tasks and capacity framework of the position of chief accountant or accounting manager, accounting manager's position shall be implemented correspondingly according to the position of chief accountant or accounting manager, accounting manager's job position in the list of professional civil servant positions sharing the fields of planning and finance in administrative agencies and organizations as prescribed in Circular 12/2022/TT-BNV (amended and supplemented in Circular 06/2024/TT-BNV).
