The Ministry of Home Affairs received a petition from voters in Lang Son province sent by the Government Office. Voters requested that central ministries and branches soon issue Circulars on job positions by industry and field after reorganization, so that localities have a basis for implementation.
Regarding this content, the Ministry of Home Affairs said that, implementing the conclusion of the Politburo, the Secretariat and the Ministry have proactively reviewed the list of positions for civil servants and public employees in agencies, administrative organizations and public service units managed by the Government after the reorganization of the apparatus, administrative units and implementation of local government at 2 levels and issued Document No. 9478/BNV-CVCC to the Central Organizing Committee for synthesis and reporting to competent authorities.
At the same time, implementing the provisions of the Law on Cadres and Civil Servants 2025 and Decision No. 1575/QD-TTg, the Ministry of Home Affairs is developing a draft Decree regulating civil servant job positions.
The draft decree aims to organize the implementation of the arrangement, use, and management of civil servants according to job positions in accordance with the spirit of the Law on Cadres and Civil Servants in 2025.
In particular, the draft decree focuses on the following basic contents: The Government promulgates a list of civil servant job positions to implement unification in state agencies from the central to commune levels; the Government stipulates a model of job description and a capacity framework for job positions; Ministries, branches and localities base on the list of job positions, models of job description and a capacity framework for job positions prescribed by the Government and based on functions and tasks according to the new organizational structure to develop a job position project for agencies and organizations under their management.
According to the orientation of the content specified in the above draft decree, ministries managing sectors and fields do not have to issue documents guiding the positions of civil servants in the sectors and fields assigned to management as prescribed in Decree No. 62/2020/ND-CP, unifying the implementation of general instructions of the Government.
