After the arrangement, Thanh Hoa province reduced 5 departments (due to merger), 1 public service unit under the Provincial People's Committee; 10 public service units under the departments; 35 departments and equivalents; 4 departments under special administrative organizations. For the district level, reduce 52 departments under 26 district-level People's Committees.
Regarding human resources, after the merger, 5 people will be reduced to hold the positions of directors of departments; 15 people will be Deputy directors of departments; 35 department heads at the department level; 52 department heads under the district-level People's Committee; 104 deputy department heads under the district-level People's Committee.
Compared to the staffing quota assigned in 2025, after the arrangement, the number of civil servants will decrease by 92 people, civil servants will decrease by 176 people (Thanh Hoa's civil service in 2025 is 3,489).
