The Ministry of Home Affairs has just completed a draft Decree on amending and supplementing Decree 178 with a broader scope of regulation and groups of subjects entitled to policies and regimes when implementing the restructuring of the apparatus of the political system.
An important content proposed by the Ministry of Home Affairs is that localities issue a Resolution of the Provincial People's Council on additional support policies for subjects affected by the provisions of Decree No. 178 with too large a difference in support level.
According to the Ministry of Home Affairs, some provinces support at 100%, some provinces support at 10%, some provinces support at an absolute amount, up to 300 million VND/person.
Localities provide additional support to cadres, civil servants and public employees subject to streamlining is necessary, so that those who leave state agencies can feel secure and stabilize their lives. People who are healthy and have professional qualifications can find other job opportunities or do business, increase their income.
Citizens in any environment, working honestly, getting rich legitimately with their labor are worth encouraging. Because, each individual with a good life contributes to the stability of society.
However, the level of support from different localities leads to a situation where each place has each policy, creating a huge gap between localities. For example, the 100% support level and the 10% support level are too big a difference.
With this support rate, people in the same group enjoy the policy according to Decree 178, but in two different localities, the difference is up to 90%.
If localities are left to decide for themselves, it will lead to the situation where localities with conditions will receive high support for cadres when streamlining, while poor localities will suffer disadvantages. This is unfair, because in the end, no matter where they are, cadres and civil servants work for state agencies and serve the same.
Therefore, supporting the proposal of the Ministry of Home Affairs is "to ensure correlation of policies and regimes between the Central and local governments, and between localities, it is proposed to stipulate that the local additional support policy is a maximum of 30%."
With the regulation that the maximum additional support level of the locality is 30%, even if the poor provinces provide lower support, ranging from 10-20%, it will not create a huge gap.
After all, localities that are large cities with high living conditions, if they provide additional support for staff to be more streamlined than other localities at 10-20%, it is also reasonable and fair.
