Ninh Binh Provincial People's Committee has just issued a decision on the number of Security and Order Protection Teams and the number of members in villages and residential groups throughout the province. Ninh Binh province has 1,754 Security and Order Protection Teams at the grassroots level with 6,823 members. Each team is arranged with a Team Leader, Deputy Team Leader and Team Members depending on population size.
The number of members in each group is not the same, but is arranged according to the scale of each village and residential group. According to Resolution No. 27/2026/NQ-HDND dated July 28, 2026 of Ninh Binh Provincial People's Council on criteria for establishment, number of members and regimes and policies for forces participating in protecting security and order at the grassroots level. Each village and residential group establishes a Security and Order Protection Team, including Team Leader, Deputy Team Leader and Team Member.
For villages with 400 or fewer households, residential groups with 550 or fewer households, each group is arranged with 3 members.
If the village has over 400 households or the residential group has over 550 households, in addition to the initial 3 members, if the number of households increases by half compared to the regulated level, one additional member will be arranged.
Regarding the support level, from August 7, 2026, Ninh Binh province applies a support level for Team Leaders of security and order protection teams of 3 million VND/person/month; Deputy Team Leaders are 2.8 million VND/person/month and Team Members are 2.6 million VND/person/month.
In addition to monthly regular support, people participating in the security and order protection force at the grassroots level are also supported 70% of the cost of voluntary social insurance contributions according to the poverty line in rural areas and 100% of the cost of health insurance contributions according to the contribution level of household health insurance participants for people who do not have health insurance cards.
When performing duties from 10 pm the previous day to 6 am the next morning, on holidays, or performing heavy, hazardous, and dangerous work, the allowance level ranges from 22,000 - 26,000 VND/hour/person, depending on the position of the Team member, Deputy Team Leader or Team Leader.
In case of performing tasks in mountainous areas, areas with particularly difficult socio-economic conditions, ethnic minority areas or in key commune-level administrative units for national defense, the daily labor allowance is increased by 45,000 VND/person/day.
People who have not participated in health insurance, if they are sick, injured, or injured during the time of performing tasks according to the assignment and plan of competent authorities or when mobilized and mobilized, will be 100% supported for medical examination and treatment costs.
In case of inpatient treatment, participants in the force are also supported with 120,000 VND/day for meals during treatment until their health is stable and they are discharged from the hospital.
For people who have not participated in social insurance, if they have an accident during the performance of their duties, they are entitled to support regimes according to regulations. In case of accidents leading to death, relatives are entitled to a survivor's allowance of 91.08 million VND; those who take care of funerals are supported with funeral expenses of 25.3 million VND.
In addition to uniforms according to general regulations, each member of the Security and Order Protection Team at the grassroots level is also supported with a reflective mesh shirt. The funding for implementing the regimes is guaranteed from the state budget according to regulations and current budget decentralization.
