Talking to Lao Dong Newspaper on August 4, Mr. Dinh Thanh Tung - Chairman of Hop Kim Commune People's Committee, Phu Tho province - said that so far, the personnel arrangement is basically stable, people agree and are excited about the new model.
Before the arrangement, Hop Kim commune had 23 villages and hamlets with 4,562 households, 21,077 people. Based on the criteria of the Government, and considering historical, cultural and population characteristics, the locality has developed a plan to reduce to 13 villages and hamlets.
In which, Boi Ca, Tro, Nam Bai, Nam Thuong and Nuoc Ruong hamlets are kept unchanged. After arrangement, the commune arranged 39 non-specialized personnel, including 13 Party Cell Secretaries, 13 Village Heads and 13 Heads of Front Work Committees.
The arrangement of personnel prioritizes using the existing staff in villages and hamlets, and at the same time supplementing new personnel to meet task requirements.
The locality also continues to use existing cultural houses to serve community activities and meetings. In the long term, each village after arrangement will be oriented to have a central cultural house suitable for the population size, convenient for traffic and ensuring the central location.
According to the Chairman of Hop Kim Commune People's Committee, after the number of villages decreased, the scale of the area and the workload of the village head increased.
Therefore, adjusting allowances is a practical encouragement for grassroots cadres to feel secure in performing tasks in the model transformation phase.
From July 2026, Resolution No. 13/2026/NQ-HĐND of the Phu Tho Provincial People's Council officially takes effect, adjusting the monthly allowance level for non-specialized workers and people participating in activities in villages and residential groups in the direction of increasing, in accordance with the scale of the area after the merger.
According to the resolution, villages and residential groups are divided into two groups. For specific or large-scale areas, Party cell secretaries and village heads receive an allowance of 5.566 million VND/month, and the Head of the Fatherland Front Work Committee receives 4.301 million VND/month.
For the remaining group, the allowance for the Party Secretary and Village Head is 4.554 million VND/month, and the Head of the Fatherland Front Work Committee is 3.542 million VND/month.
In addition, 8 positions participating in activities in villages and residential groups, including Deputy Secretary of the Party Cell, are supported monthly with 759,000 VND for group 1 and 632,500 VND for group 2.
The Resolution also stipulates that concurrents are entitled to 100% of the allowance or support level of the concurrent title; in case of concurrent holding multiple titles, only the highest level is enjoyed.
Along with adjusting the allowance policy, Phu Tho province has completed the plan to arrange and rename villages and residential groups in the area. After arrangement, the whole province reduced from 5,049 villages and residential groups to 3,082 units, a decrease of nearly 39%.
