Village head in Lang Son can receive the highest allowance, nearly 2 times the base salary

Lang Son - After the merger to reduce 723 villages and residential groups, the locality plans to apply a new allowance level for grassroots non-specialized workers.

Information from the Lang Son Provincial Department of Home Affairs said that the unit has just submitted a report to the Provincial People's Committee on the draft Resolution regulating titles, regimes, and policies for non-specialized workers in villages and residential groups.

According to the report, at the time after the arrangement, the whole province only had 923 villages and residential groups, a decrease of 723 units compared to before. As a result, the number of non-specialized officials arranged at the grassroots level as of July 1, 2026 was 2,171 people, a decrease of more than one thousand people.

To suit the budget resources, the Department of Home Affairs proposes that the Provincial People's Committee choose a monthly allowance calculation method based on the base salary.

The Party Secretary is expected to receive a subsidy coefficient from 1.8 to 2.0. Village heads and residential group leaders enjoy a coefficient of 1.7 - 1.9.

Head of the Fatherland Front Work Committee enjoys a coefficient of 1.3 - 1.5. The allowance levels (excluding social insurance contribution support) are specifically divided based on the number of households and specific factors of the area such as border communes, key national defense areas or particularly difficult villages.

Notably, Lang Son plans to add the title of Head of the Elderly Association branch to the list of people participating in activities receiving monthly support. This proposal was made based on direct recommendations from voters during the policy implementation process.

Regarding general operating expenses, large-scale villages and residential groups (from 700 households or more for villages, 1,000 households for residential groups) or belonging to special areas will be supported with 10 million VND/year. The remaining villages and residential groups will receive a support level of 8 million VND/year.

The total estimated cost to implement the policy according to this plan is nearly 262 billion VND per year. Of which, the central budget allocates more than 214 billion VND, and the remaining more than 47 billion VND is self-balanced by the local budget.
