Discussing in the group about the Draft Law on Cadres and Civil Servants (amended), Minister of Home Affairs Pham Thi Thanh Tra said that the draft Law on design "has in, has out", eliminating the payroll for life. Keep civil servant ranks in job positions to implement salary reform.
According to Minister of Home Affairs Pham Thi Thanh Tra, amending the Law on Cadres and Civil Servants is also an opportunity to comprehensively change the thinking and philosophy for the civil service and civil servants of our country.
In particular, clearly establish a job position because this will be a tool, a guiding principle, a center, a core in recruitment, use, management, fostering, rewarding, and discipline.
Along with the removal of civil servants for life, in this amendment, the draft Law on Cadres and Civil Servants (amended) still holds the civil servant rank in the job position. This will be a technical tool to determine the rank of our country's civil service, if it is removed, it will be very difficult to determine.
"We still keep the line to implement and implement salary reform. If the civil servant ranks are removed, it will be very difficult to design issues related to mechanisms and policies," said Minister Pham Thi Thanh Tra.
Notably, to overcome the lifelong staffing thinking, it will be necessary to implement 2 tools including assessment based on job position and using a contract mechanism (experts' contracts, scientists, job positions).
"There will be a separate decree on assessment, with KPI, data for assessment, taking work products as a measure, not a general assessment", said the Minister of Home Affairs.
Agreed to comprehensively amend the Law on Cadres and civil servants, on behalf of the verification agency, Chairman of the Law and Justice Committee Hoang Thanh Tung said that the Committee also agreed to continue the principle of management of cadres and civil servants as "combining titles, job positions and payroll targets".
At the same time, perfect the regulations on job positions and civil servant ranks as a basis for continuing to innovate the management of cadres and civil servants; amend regulations on civil servant assessment to have a screening mechanism based on specific results and products and handling cases that do not complete their tasks.
Contributing ideas to the Law on cadres and civil servants (amended), many National Assembly deputies also said that the amendment of this law should thoroughly overcome the situation of "lighting the umbrella, the afternoon to steal the umbrella". However, leaving the payroll for a lifetime should also be associated with the evaluation of emulation and commendation clearly.
Delegate Pham Khanh Phong Lan expressed his opinion that the draft Law mentions things that officials and civil servants are not allowed to do. However, this regulation needs to be considered in accordance with other laws and the rights of workers.
The streamlining of staff also needs to set specific goals and criteria to objectively evaluate workers, avoiding unreasonable streamlining.
