On May 12, the Department of Education and Training of Binh Thuan province announced that it had had had had the results of an inspection of extra teaching and learning activities outside of school and educational activities for foreign language centers, life skills education centers and extracurricular educational activities in the province.
The inspection team conducted a surprise inspection of educational activities at 2 life skills education centers and 10 extra-curricular teaching and learning facilities in Tanh Linh district, Duc Linh district and Phan Thiet city from the end of March to mid-April 2025.
For example, at the N.C.V tutoring facility, the inspection team recorded 2 rooms with students studying (one room teaching Chemistry for grade 11 with 21 students, one room with 25 grade 12 students teaching English).
At the time of inspection, the business owner/business household was not present, did not present the license and related documents. The teacher is teaching at the wrong time.
At Ms. T.T.L.H's private house in Duc Linh district, there is a class of 7 students studying Math grade 9 taught by Ms. H, but this location is not registered to do business in the field of education.
The inspection team went to the B.M Life Skills Education Center in Tanh Linh district and found 2 classrooms, including 1 room of 28 4th grade students but no teachers. The content being taught is Mathematics thinking. The remaining room has 16 first graders taught by Ms. P.T.L.H to speak Vietnamese.
At the time of inspection, the center's management and security officers were not present at the center and could not present any relevant documents. Teacher H and the curriculum he is teaching are not in the project approved and licensed by the Department of Education and Training.
The inspection team also discovered the above violations at the N.V Life Skills Education Center in Phan Thiet city with 22 8th grade students studying English taught by Ms. N.T.H.P.
Also in Phan Thiet city, the X.A cultural training institution - campus 1 has 2 rooms studying Literature in grade 7. At the time of inspection, the tutoring institution did not post: timetable, list of teachers, tuition price list. The 2 teachers who are teaching are not on the list of teachers teaching at the facility.
For violating facilities and centers, the inspection team has drawn up a record with the presence of local authorities or representatives of the district Department of Education and Training.
Regarding the handling results, the Department of Education and Training has issued a decision to suspend life skills education and educational activities outside of school hours for the B.M Life Skills Education Center for 3 months.
The N.V Life Skills Education Center - facility 1 had its decision to grant an operating license revoked with the above content.
X.A Cultural Training Facility - facility 1 and N.C.V additional training facility must supplement, complete and post documents in accordance with regulations. The Department of Education and Training requests management units to handle teachers under their management authority.
In Binh Thuan from April 28, 2025, the decision regulating extra teaching and learning in the province signed by Chairman of the Provincial People's Committee Do Huu Huy has come into effect.
The regulation consists of 13 articles in 4 chapters, regulating the responsibilities of the Department of Finance, the Department of Education and Training, the People's Committees of communes, wards and towns, the Department of Education and Training, and extra-curricular institutions.
