On January 26, according to the Ministry of Public Security Information Portal, Minister of Public Security Luong Tam Quang has just signed and issued Circular No. 131 amending and supplementing a number of articles of Circular No. 62 dated November 14, 2023, regulating specific health standards and health check-ups for the People's Public Security Forces (CAND) in order to improve the legal basis and ensure consistency with the new provisions of relevant laws.
This Circular completes the method of scoring and classifying health.
In which, supplementing the method of giving scores from 1 to 6 and health classification from Grade 1 to Grade 6; and clearly stipulating cases where scores are not calculated for some health indicators when classifying such as:
- Truong hop cong dan tham gia tuyen sinh, tuyen chon vao CAND (tru truong hop quy dinh tai diem h khoan 3 Dieu 7) va ha si quan nghia vu het thoi han phuc vu tai ngu trong CAND duoc xet chuyen sang che do phuc vu chuyen nghiep, khi phan loai suc khoe theo quy dinh tai cac diem a, b, c, d, d va diem e khoan 3 Dieu 7 thi khong tinh diem de phan loai suc khoe doi voi chi tieu ve chieu cao, thi luc quy dinh tai Dieu 4 va cac chi tieu suc khoe duoc quy dinh tai Phu luc X ban hanh kem theo Thong tu nay;
- Truong hop cong dan du tuyen giao duc van hoa bac trung hoc pho thong, khi phan loai suc khoe theo quy dinh tai cac diem a, b, c, d, d va e khoan 3 Dieu 7 thi khong tinh diem de phan loai suc khoe doi voi chi tieu ve chieu cao, thi luc quy dinh tai Dieu 4, chi tieu suc khoe duoc quy dinh tai Phu luc X ban hanh kem theo Thong tu nay, chi so khoi co the (BMI) va chi tieu ve vong nguc.
Notably, the new Circular tightens the requirements for drug testing and paraclinical testing content in specific health standards in new enrollment and citizen selection for the People's Public Security Forces.
Accordingly, the Circular supplements regulations on specific indicators: Not detecting positive signs (by rapid test or blood test) for drugs, drug precursors according to the provisions of Decree No. 57/2022/ND-CP dated August 25, 2022 of the Government stipulating the list of drugs and precursors amended and supplemented by Decree No. 90/2024/ND-CP.
Amending and supplementing the content of paraclinical examination, including blood tests: Blood formula; blood type, glucose, AST, ALT, urea, creatinine, HIV, HBsAg, anti-HCV; urine tests including general analysis of urine, drugs and precursors; direct cardiac and pulmonary X-rays; general abdominal ultrasound; electrocardiogram.
For determining HBsAg, automatic immune testing is used; for determining HIV and anti-HCV, rapid testing is used.
In case of necessity, another paraclinical examination may be prescribed to serve the health conclusion as required by the Council or the Health Examination Board.
