Reduce waiting time, increase customer satisfaction
Ms. Mai Thi Oanh (60 years old, Linh Dong ward, Thu Duc city) is one of the residents who has noticed a clear change in administrative reform (AR). Ms. Oanh shared about the last time she submitted an application for a construction permit through the Ho Chi Minh City Public Service Portal. According to regulations, she was scheduled to receive the results on October 15, but after only 6 days, on October 6, she received the construction permit, 9 days earlier than expected.
"I was very surprised and satisfied. It only took 6 working days to receive the results, a 60% reduction compared to the regulation. Previously, when doing administrative procedures, I always determined that it would take a lot of time, sometimes even a month to complete. But now, the quick and thorough processing makes me very satisfied" - Ms. Oanh shared.
This is one of the more than 99.5% of cases that received results on time and before the deadline that the Thu Duc City Public Administration Center received and processed. After nearly a year of operation, the center has promoted its role as the sole focal point for receiving, processing and returning results of administrative procedures to the people.
The Thu Duc City Public Administration Center is also authorized by the Chairman of the Thu Duc City People's Committee to receive and handle administrative procedures in 6 important areas: construction, technical infrastructure, planning, roads, environment and goods circulation. These are areas that previously had to be handled by specialized departments, but are now concentrated in a single point of contact. This not only helps speed up the processing of procedures, but also reduces overlap and redundancy in internal processes.
Ms. Nguyen Thi Huong (District 5) is another example of the conveniences that administrative reform brings.After submitting her marriage registration application online through the Public Service Portal, within just a few hours, Ms. Huong received a notice to go to the People's Committee of District 5 to sign the marriage registration."I am very happy because not only was the application processed quickly but it was also free.This saved me a lot of time and money" - Ms. Huong shared.
According to statistics, in the first 9 months of 2024, Ho Chi Minh City received more than 15 million applications, of which more than 8.8 million were submitted online, with an on-time settlement rate of nearly 98%.To achieve this figure, the city has applied online public services to 966/1,966 administrative procedures.
Ho Chi Minh City also exempts 121 online administrative procedures, with 5 main areas: household registration, granting work permits to foreigners, construction permits, business registration and granting certificates of land use rights, housing and other assets attached to land. These policies not only encourage people to submit applications online but also help save costs and time.
Cut red tape
To improve the efficiency of administrative procedure settlement, Ho Chi Minh City has drastically cut 1 to 2 intermediate steps in the internal process of 1,180 administrative procedures, helping to save more than 3,500 working hours. Online procedures have been digitized, people do not need to scan, sign or attach application forms as before.
In addition, Ho Chi Minh City has issued nearly 1.6 million digital signatures to people and businesses, equivalent to 27% of adults having digital signatures. The application of digital signatures and the electronicization of procedures has brought many benefits, helping to reduce complicated processes and create more convenience for people.
Ho Chi Minh City has set a target that by 2025, all eligible administrative procedures will be provided as full online public services. The city also expects at least 80% of records to be processed completely online, minimizing waiting time and increasing satisfaction of citizens and businesses.
Ms. Vo Thi Trung Trinh - Director of the Ho Chi Minh City Digital Transformation Center - emphasized that to achieve this goal, there needs to be active interaction from both state agencies and people. "Exploiting interconnected data between administrative agencies will significantly reduce unnecessary procedures and save costs for people," Ms. Trinh said.
Establishment of the Center for Public Administration Services in Ho Chi Minh City
The Ho Chi Minh City Public Administration Service Center, piloted from October 1, 2024, is a new step forward in optimizing the process of handling administrative procedures. The Center will officially operate from January 1, 2025. At that time, people can submit their applications anywhere, without having to return to their place of permanent residence. The center's operations also contribute to overcoming the limitations of the current "one-stop shop" model, removing "bottlenecks" and resolving congestion in handling administrative procedures in a number of areas such as land, investment, planning, and construction.
