Waiting for the blanket to sign to issue red books to people
Implementing two-level local government, after July 1, 2025, many people have come to the headquarters of the People's Committees of wards in Gia Lai to complete administrative procedures. According to records, in wards such as Pleiku, Dien Hong, Thong Nhat, Bien Ho, Hoi Phu, An Phu... Gia Lai province, the number of people coming to do administrative procedures is quite large.
Before the merger, communes and wards received 1015 records per day, but currently on average, they have to process 70100 records per day.
Mr. Nguyen Van Hien - Vice Chairman of the People's Committee of Bien Ho commune, Gia Lai province said that after July 1, 2025, people will come to the commune headquarters to mainly resolve issues related to the land sector.
"At the commune's public administrative service center, the dossier reception department works continuously and quickly. However, when the dossier is transferred to specialized departments related to each area of responsibility such as economics, construction, licensing, civil status, land, etc., the specialist must do everything, some places are overloaded. The reason is that the number of specialized staff is still small and lacking, while the area is wide and has many documents".
However, according to Mr. Hien, all interconnected and online administrative procedures are still favorable, gradually overcoming some temporary difficulties.
After July 1, all documents from the People's Committee of the old Pleiku city were transferred to the wards for receipt, leading to the work of processing large, continuous records.

The commune still lacks staff in charge of information technology and measurement
Mr. Nguyen Dang Quang - Chairman of the People's Committee of Gao commune, Gia Lai province said that on July 3, many people coming to the commune to apply for mortgages and release mortgages related to red books still encountered problems. The reason is that the seal of the Branch of the Land Registration Office in the area is not yet available, so it cannot be stamped or signed.
"While people need bank loans, the progress of production and business disbursement is urgent. Gao commune officials had to directly call Quy Nhon (the administrative center of the new Gia Lai province) for coordination and the matter was resolved, said Mr. Quang.
In Gao commune, the land area is large, while the commune currently lacks surveying staff, machinery, and equipment. When people need to issue red books, it is mandatory for employees to go to the field to determine the coordinate markers and boundaries of the land plot to make records for extraction.
In addition, the commune also needs more employees in charge of information technology, knowledgeable about machinery and equipment so that when an incident occurs, they can promptly handle and repair damage to the network and transmission lines. Currently, some commune officials in addition to professional work have to cover many other tasks with high spirit and responsibility.
Currently, the People's Committees of the wards are registering to place red bookings to soon sign and issue documents to the people. Red page printers in communes and wards must also ensure beautiful printing and aesthetics. The cadres and specialists in the area have been trained, including many specialists transferred from the district and province levels (old) so they have professional capacity. People believe that in the coming time, the processing of documents will be quick and convenient.
