Ea Rok Commune People's Committee is also currently calculating a plan to ask for opinions from competent authorities to allow flexible use of the local budget for 2026 to temporarily pay people; then compensation will be granted.
According to research, the fact that the Commune People's Committee lacks more than 6.6 billion VND to pay social allowances for the remaining 4 months of 2025 is partly the responsibility of the Department of Finance.
Because from October to November 2025, the Commune People's Committee has sent 4 consecutive reports to the Department of Finance on this issue but has not been resolved definitively.
Talking to Lao Dong Newspaper, a representative of the Department of Finance of Dak Lak province said that, in the face of the lack of funds to pay for some social security regimes and policies in 2025, the unit is coordinating with localities to review, summarize and report to the Ministry of Finance to serve as a basis for supplementing the budget and ensuring the rights of people.
From the beginning of 2025, based on targeted supplementary sources from the central budget for Dak Lak and Phu Yen provinces (old), the Department of Finance has assigned budget estimates to localities to implement the payment of social security regimes and policies. Localities then continue to allocate budget estimates to communes and wards for implementation.
However, in 2025, due to many reasons, the Provincial People's Committee has repeatedly adjusted and supplemented the local budget estimate, but so far the funding source has not been fully guaranteed to pay for social security regimes and policies according to regulations.
According to a representative of the Department of Finance of Dak Lak province, to solve the payment expenses, the Department proposed that the People's Committees of communes and wards proactively balance the local budget to implement the payment of social security policies issued by the Central Government, ensuring correct allocation of policies, and timely and targeted payment.
After payment, localities are responsible for summarizing actual expenditure data through the State Treasury, explaining in detail each subject, support level, determining the additional funds compared to the initial estimate and sending them to the Department of Finance for summarization and reporting to the Ministry of Finance.
For localities that do not ensure sufficient sources of expenditure in 2025, the Department of Finance proposes to proactively use sources to increase revenue and save budget expenditure in 2025 and targeted supplementary sources from the central budget in 2026 that have been assigned to implement.
After the Ministry of Finance appraises and supplements funding, the Department of Finance will advise competent authorities to redistribute it to localities in accordance with regulations.
As Lao Dong newspaper has reported, in Ea Rok commune, many households reflect that social allowances under Decree 20 and Decree 176 of the Government are being delayed for many months, causing difficulties in life.
According to the People's Committee of Ea Rok commune, the total budget for social allowance payments in the last 6 months of 2025 of the locality is more than 8.9 billion VND.
However, to date, the commune has only been allocated more than 2.2 billion VND by the Dak Lak Provincial People's Committee, only enough to pay for July and August. The remaining funds to pay for the remaining 4 months of 2025 are more than 6.6 billion VND.
