In early June, a series of businesses submitted petitions for help, calling for help to remove obstacles for workers and 4-wheel electric vehicle transportation businesses in Da Nang City.
4 enterprises including Phu Phong Construction and Trading Company Limited, Thinh Hung Tourism Trading Company Limited, Ngong Tay Viet One Member Co., Ltd. and Trung Song Han One Member Co., Ltd. said they have sent a petition to the Chairman of the People's Committee of Da Nang City, reflecting the difficulties encountered when 4-wheeled electric vehicles carrying passengers had to temporarily suspend operations from February 15, 2025.
In response to the reflection on the fact that tourist electric vehicles "called for help", on June 16, the Department of Construction responded to the reflections of businesses.
The Department of Construction of Da Nang City said that the 4-wheel electric vehicle (a 4-wheel motorized passenger vehicle) is not a car as prescribed in Clause 1, Article 34 of the Law on Road Traffic Order and Safety.
This type of vehicle is designed with a speed not exceeding 30km/h and carries a maximum of 15 people (excluding drivers), mainly serving tourism purposes in limited range.
In Da Nang, electric tourism vehicles have been piloted since 2012, according to the policy of the City People's Committee. After that, the Prime Minister allowed the pilot implementation to continue through Official Dispatch No. 33/TTg-KTN dated January 6, 2016. There are a total of 100 vehicles invested and exploited by 6 enterprises, mainly before 2017 and some additions in 2024.
During the pilot process, departments, branches and the city government always supported and created favorable conditions for businesses to operate smoothly. However, this is a special type, operating only within the inner city, so there is no policy to expand or call for additional investment.

From January 1, 2025, according to new regulations in Decree 158/2024/ND-CP and Decree 165/2024/ND-CP, the operation of 4-wheeled electric vehicles will no longer be a pilot but must comply with official conditions. Only traffic is allowed on routes with signs limiting the maximum speed to 30km/h for all vehicles.
In addition, according to Official Dispatch No. 953/CSGT-P7 of the Traffic Police Department, this type of vehicle still has some shortcomings in terms of traffic safety and security and order. Therefore, localities are required to strengthen inspection and supervision of the scope and operation time of 4-wheeled electric vehicles in accordance with regulations.
The Da Nang Department of Construction affirms that it always recognizes the contribution of tourism electric vehicle transport to local economic and tourism development.
However, the organization of activities must be consistent with traffic infrastructure and not cause conflict with other means, to ensure order and safety for people participating in traffic.
