Working with the National Assembly Working Group led by Vice Chairman of the National Assembly Le Minh Hoan on July 28, Mr. Nguyen Manh Quyen - Vice Chairman of the Hanoi People's Committee said: Regarding solutions to implement Directive No. 20/CT-TTg of the Prime Minister on a number of urgent tasks, resolutely preventing and resolving environmental pollution, the City People's Committee has promptly submitted to the City People's Council to issue resolutions to support people in green transformation.
Hanoi City proposes that the Ministry of Construction soon issue a Circular regulating the identification signs of motor vehicles using clean energy, green energy, and environmentally friendly according to Clause 6, Article 34 of the Law on Road Traffic Order and Safety 2024.
At the same time, it is recommended that the Ministry of Construction coordinate with relevant ministries and branches to issue and apply regulations on emission standards and regulations for imported, manufactured, assembled and in circulation road motor vehicles.
The city also recommended promoting the transition to green transportation, using electricity, zero emissions; using clean, environmentally friendly fuel; encouraging people to use public transport.
Clarifying some issues, Mr. Dao Viet Long - Deputy Director of the Department of Construction - said: Implementing the Government's direction, Hanoi City has developed a project to convert green means of transport to public passenger transport by bus.
The city aims to complete the conversion of 100% of buses to green vehicles by 2030. For taxis, currently, 47.3% of vehicles in the city have been converted to electric vehicles, clean vehicles, meeting the requirements.
To effectively implement Directive No. 20/CT-TTg, the city has identified this as a very urgent task. Currently, the Department of Construction is consulting on the development of 2 draft resolutions to submit to the Hanoi People's Council for approval at the September 2025 session.
Regarding the implementation of Directive No. 20/CT-TTg, we will develop a resolution including policies to support the conversion of vehicles for people in forms such as: cash support, exemption/reduction of fees, charges; support from businesses, manufacturers, assembly of green vehicles..., Mr. Dao Viet Long informed.
