The dispatch clearly stated: At 7:00 a.m. on July 28, 2025, the upstream water level of Thac Ba Lake was at 56.21 m, the downstream water level was 24.12 m, the flow to the lake was 490 m3/s, the total downstream flow was 413 m3/s.

Open 2 floodgates (No. 01 and No. 03) at 4:00 p.m. on July 28, 2025 to urgently bring the upstream water level of the lake to the elevation of 56.0m; then adjust the opening level to maintain the upstream water level not exceeding the elevation of 56.0m.
Closely monitor the development of floods, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir and promptly report to the Ministry of Agriculture and Environment.
On the same day, the Ministry of Agriculture and Environment also sent an official dispatch to the People's Committees of the provinces and cities: Lao Cai, Tuyen Quang, Phu Tho, Hanoi on ensuring safety downstream when operating Thac Ba hydropower reservoir.
To ensure the safety of works and activities along the river, the Ministry of Agriculture and Environment recommends that People's Committees of provinces and cities immediately notify authorities at all levels, people, organizations operating on rivers and along rivers; aquaculture facilities, water transport vehicles; ferry terminals, vertical boats; review and ensure the safety of works under construction; sand and gravel mining activities, and transit to know about flood discharge in Thac Ba hydroelectric reservoir to proactively take preventive measures to ensure safety of people and property.
Timely report and propose solutions to handle unusual situations that may occur during the flood discharge process to the Ministry of Agriculture and Environment.
