According to the decision, the Steering Committee against smuggling, trade fraud and counterfeit goods (Steering Committee 389 of the province) will be headed by the Vice Chairman of the Provincial People's Committee in charge of the field of industry and trade; the Director of the Department of Industry and Trade will be the Standing Deputy Head of the Committee. Other Deputy Heads of the Committee include leaders of the Provincial Police and the Department of Finance.
The Steering Committee also brings together representatives of leaders from many departments, branches and sectors such as Science - Technology, Health, Construction, Culture - Sports - Tourism, Agriculture - Environment, along with specialized units such as Market Management Department, Tax Department of Region IX, Forestry Department, Customs Department of Region III...
According to the decision, the Steering Committee is responsible for developing and implementing a plan to prevent smuggling, trade fraud, and counterfeit goods in each period and according to specific incidents. At the same time, the unit will direct inspection, supervision, and organization of interdisciplinary working groups at hot spots in the province.
The Steering Committee also plays an important role in coordinating between functional forces, requiring information and investigation documents when there are signs of violations. In addition, this agency is responsible for coordinating with press agencies to widely disseminate anti-smuggling work, thereby raising awareness and community responsibility.
The Standing Office of the Board is located at the Market Management Department of Son La province, under the Department of Industry and Trade - the unit assigned to be the Standing Agency of the Provincial Steering Committee 389.
The Steering Committee operates in the form of inter-sectoral coordination, concurrently, and the operating budget is guaranteed from the state budget and other legal sources. The assignment of tasks, operating regulations and organization of working groups will be decided by the Head of the Committee based on the proposal of the Deputy Head of the Standing Committee.
Notably, the Steering Committee has the right to propose and reward collectives and individuals with outstanding achievements; at the same time, direct the strict handling of covering up and assisting in smuggling, trade fraud and the production and trading of counterfeit goods.
This decision officially takes effect from the date of signing and replaces the previous Decision No. 2706/QD-UBND dated December 5, 2020. This consolidation aims to ensure a more efficient operating apparatus, meeting the requirements of tasks in the new situation - when smuggling and trade fraud tricks are increasingly sophisticated and complicated.
