Synchronous automatic social insurance system, people do not need to carry out procedures
Director of Vietnam Social Insurance Le Hung Son has just had a working session with heads of affiliated units on the implementation of using personal identification numbers/citizen identification numbers to replace social insurance codes.
According to reports from the units, since 2023, Vietnam Social Security has synchronized the insurance database (CSDL) with the national population database.
To date, the Vietnam Social Insurance system has authenticated more than 100.2 million citizen information in the database managed by Vietnam Social Insurance, of which about 91 million people are participating and receiving social insurance, health insurance, unemployment insurance, accounting for 99.23% of the total number of participants (excluding armed forces, military relatives) with the national population database.
This is an important foundation for Vietnam Social Security to implement a unified personal identification code/citizen identification card and social insurance code from August 1, 2025, thereby continuing to reform administrative procedures, creating more convenience for people, preparing to deploy social insurance books and electronic health insurance cards from 2026 according to the provisions of the Social Insurance Law 2024 and the Health Insurance Law 2024.
Regarding the implementation method, the system of Vietnam Social Insurance will carry out this unified work automatically. Specifically, for people and workers who have participated in social insurance, health insurance, and unemployment insurance (with a social insurance code), there is no need to declare or perform any operations. When there are transactions with the social insurance agency in performing their obligations and rights or when going to a medical examination or treatment facility, the system automatically synchronizes.
For first-time participants who use a personal identification number/citizen identification card to declare, the system will automatically issue a code consistent with this code, and connect VssID - Social Insurance accounts and VneID electronic identification accounts.
The rights of participants are not affected
In essence, before August 1, 2025, with the synchronization of insurance records with national records of population for each social insurance and health insurance participant, the unemployment insurance has had 2 parallel codes on the Vietnam Social Insurance system including: Social Insurance Code and personal identification number/citizen identification card.
Therefore, in the past, people could use the social insurance code or just need to use the Citizen ID card to complete medical examination and treatment procedures (KCB), helping to simplify procedures, save time and costs. Currently, 100% of health examination and treatment facilities nationwide (about 13,000 facilities) have deployed health insurance treatment using chip-embedded citizen identification cards.
In the first 6 months of 2025, the whole country had more than 237.5 million searches for health insurance card information using personal identification numbers/citizen identification cards successfully serving health insurance procedures, an increase of 83.7 million searches compared to December 31, 2024.
Therefore, from August 1, 2025, the implementation of using personal identification numbers/citizen identification numbers to replace social insurance codes will not affect the rights of participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies.
The unification of these two codes aims to help people and employees not have to remember many codes, easily look up information, carry out online procedures, reduce administrative documents; help social insurance agencies manage information of social insurance and health insurance participants accurately and consistently; ensure connectivity and synchronization of the database between agencies serving the management work...
To effectively implement this work, Director of Vietnam Social Insurance Le Hung Son requested that the Center for Information Technology and Digital Transformation coordinate with relevant units to ensure good infrastructure, upgrade software so that the unification of personal identification numbers/citizen identification numbers and social insurance codes is smooth and automatic throughout the system, especially with the VssID-Digital Social Insurance application;
At the same time, ensure the transition requirement: While waiting for the system to synchronize and complete the people's software, employees can simultaneously use both the social insurance code and the personal identification number/citizen identification number to conduct transactions with the social insurance agency and health insurance medical examination and treatment.
The Revenue Management and Development Board proactively studies changes to forms and declarations to suit the fact that there is only one personal identification code/citizen identification card.
Related units, according to their functions and tasks, should focus on evaluating and reviewing situations that may arise during the implementation process to promptly report to Vietnam Social Insurance or competent authorities for resolution, not to affect the rights of policy participants and beneficiaries - Director Le Hung Son directed.
