Chairman of Phu Xuyen District People's Committee Le Van Binh signed Decisions No. 2071/QD-UBND and 2072/QD-UBND, temporarily suspending the operation of Mr. Le Van Thuan - Chairman of Phu Xuyen Town People's Committee and Mr. Le Van Am - Chairman of Hong Thai Commune People's Committee.
According to the decision, these two leaders were temporarily suspended to focus on directing, organizing overcoming and handling violations in the field of land and construction order in the locality at the request of the Standing Committee of the District Party Committee and concluding the inspection of the interdisciplinary working group.
Along with that, the Chairman of the District People's Committee also issued a telegram requesting communes, towns and competent agencies to strengthen inspection work and strictly handle violations in land management and construction.
The dispatch stated that although the district has directed to tighten management, in some localities - especially the units that are about to be merged - there are still signs of avoidance and respect, leading to new violations. Enforcement and handling in some places still face difficulties and obstacles.
To completely overcome this situation, the Chairman of the District People's Committee requested the Chairmen of the People's Committees of communes and towns to take full responsibility to the District Party Committee and the District People's Committee if violations occur in land management and construction.
In particular, it is necessary to pay special attention to inspecting public land areas, agricultural land, and unused ponds and lakes at risk of encroachment; at the same time, propose effective management plans to prevent re-offending.
The District People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the Urban Construction Order Management Team and communes and towns to develop a detailed plan to thoroughly handle 79 violations according to No. 916-TB/HU dated April 9, 2025 of the District Party Committee Standing Committee. The completion date is before June 30, 2025.
The two interdisciplinary working groups under Decision No. 1579/QD-UBND dated April 10, 2025 are required to strengthen surprise inspections, urge strict handling of old and new violations arising during the April 30 - May 30 holiday and in the process of implementing administrative unit arrangement in the coming time.
Heads of agencies and units, based on their assigned functions and tasks, focus on directing handling. Any unit that causes a complicated incident, causes public outrage or is reported by the press will be responsible to the Chairman of the District People's Committee.
Units strictly implement the regular reporting regime before 3:00 p.m. every Friday and report suddenly when an incident arises for the District People's Committee to promptly review and direct the resolution according to regulations.
