According to the report of the Urban Construction Order Management Team of Quoc Oai District, Hanoi City, from the beginning of 2025 to now, the whole district has had 4 cases of construction order violations and 94 cases of violations on agricultural land. Of these, 43 cases have been handled, and the remaining 51 cases are still being handled.
At the conference, Chairman of the District People's Committee Nguyen Truong Son emphasized: To ensure legal discipline, especially at a time when the entire political system is focusing on rearranging administrative units, the district has proposed 10 key solutions to tighten land management and construction order.
In particular, it is noteworthy to mobilize the entire political system to participate and strictly handle violations from the beginning, especially with acts of encroachment on public land and illegal construction on agricultural land.
Mr. Son requested to strengthen the Inspection Working Group, support communes in preparing records to handle violations, and promptly prevent newly arising projects.
At the same time, a strong communication campaign was launched: broadcast and propaganda 3 times/day on the loudspeaker system, organizing Party cell activities to disseminate to each Party member, issuing documents requesting exemplary cadres and Party members to comply and not let relatives violate. The district also announced a hotline to receive complaints of violations from the people.

On the same day, Permanent Vice Chairman of the District People's Committee Pham Quang Tuan chaired a conference to announce Decisions No. 2506, 2507, 2508/QD-UBND dated May 5, 2025 on temporarily suspending the operation of the Chairmen of the People's Committees of Hung Dao, Hoa Thach and Ngoc My communes.
This suspension is not disciplined but aims to create conditions for commune leaders to focus on handling violations of land and construction order that are still pending.
The management of the communes will temporarily be assigned to the Vice Chairman of the Commune People's Committee. At the same time, land and construction officials in the 3 communes were also temporarily suspended from their daily work to focus on coordinating the handling of violations.
Speaking at the conference, Mr. Pham Quang Tuan said: "Taking advantage of the time of restructuring the administrative apparatus, especially during the April 30 - May holiday, many cases have brazenly built factories and houses on agricultural land, encroaching on public land. This caused public outrage, seriously affecting State management".
The Vice Chairman of the District People's Committee requested communes and towns to continue to closely follow the district's instructions, step up propaganda, strengthen inspection, and thoroughly handle new violations right from the time of the new violation.
