On March 11, Ms. Tran Thi Thuy Nga - Head of the Department of Education and Training of Ha Tinh City - said that after the heartbreaking incident at the Tuoi Tho Preschool private preschool in Tran Phu ward, the Department discussed with the local government to request the facility to temporarily suspend operations to focus on supporting the victim's family for the funeral, and at the same time providing relevant information to the investigation agency.
According to Ms. Nga, this private preschool is licensed to operate by the People's Committee of Thach Linh Ward (now Tran Phu Ward) since October 2023.
Tuoi Tho Preschool private children's group, located at No. 09, Lane 247, Vu Quang Street, has about 18-20 children, with 2 teachers taking care of the children.
Initial information, at more than 7:00 a.m. on March 10, the teachers were opening the door to pick up the children. When the teacher ran out to pick up another child because she was subjective and forgot to close the door, H.B.L (16 months old) ran out onto the street, then hit and died by a car of another parent.
After the incident, the Criminal Police Department of Ha Tinh Provincial Police was present at the kindergarten where the incident occurred to conduct an investigation of the scene and clarify the cause.
As Lao Dong reported, at more than 7:00 a.m. on March 10, a 16-month-old boy named H.B.L was taken by his parents residing in Thach Dai commune, Ha Tinh city to the Tuoi Tho Preschool private child care facility.
The camera recorded the incident showing the boy running from the sidewalk onto the street and falling. The child then stood up, about 1 meter from the front of a female parent's car.
Maybe due to loss of vision, the female parent was still driving the car and hit the child directly, then ran over the nephew.
Discovering the incident, many people shouted and signaled the driver to stop the vehicle. After that, they pulled the child out of the car and took him to the emergency room. However, by 2:00 a.m. on March 11, the child had died.
