Proposal of the Vietnam Fatherland Front of Ho Chi Minh City to supervise personnel planning

HCMC - The delegate of the Vietnam Fatherland Front of HCMC proposed to supervise the planning of cadres, enhancing proactiveness and transparency.

On March 13, the Vietnam Fatherland Front Committee of Ho Chi Minh City held a conference to review the implementation of Directive 13/2021 of the Standing Committee of the Ho Chi Minh City Party Committee, focusing on enhancing the supervisory role of the Vietnam Fatherland Front and the people for party organizations, party members and activities of the government. The conference made many notable proposals, especially the "expanding the supervisory authority" of the Vietnam Fatherland Front to the work of personnel planning and strengthening supervision of party members at their place of residence.

Mr. Nguyen Thanh Binh - member of the Advisory Council on Democracy - Law, Vietnam Fatherland Front Committee of Ho Chi Minh City, boldly proposed to make cadre planning a supervision content of the Vietnam Fatherland Front at all levels. He emphasized: "It is necessary to assign the Vietnam Fatherland Front at all levels to supervise the work of personnel planning. This monitoring content will become an important reference channel, a responsible comment channel for personnel planning".

This proposal received special attention, because it not only demonstrated confidence in the role of the Vietnam Fatherland Front, but also opened a new direction in supervision work, contributing to improving the quality of the staff.

In order for the Vietnam Fatherland Front to perform its supervisory role well, Mr. Binh also recommended that the Ho Chi Minh City Party Committee have documents or content allowing the Vietnam Fatherland Front system at all levels to increase proactiveness. Accordingly, when wanting to organize supervision, the Vietnam Fatherland Front at all levels only needs to notify the Standing Committee of the District Party Committee and all levels to arrange the time and location, instead of having to wait for approval.

"It is necessary to increase proactiveness when supervising. Mr. Binh also proposed that the supervision content during the year should include new work arising in practice, and should not be limited to the existing plan.

Another highlight of the conference was the proposal to strengthen supervision of party members at their place of residence, especially in terms of exemplary conduct in community, neighborhood and family activities.

"This is especially important in monitoring the exemplary behavior of local party members. That is exemplary behavior in community, neighborhood, and family activities. If we only monitor some cases with results, the Vietnam Fatherland Front of the ward will be trusted and supported by the people" - Mr. Binh emphasized.

Ms. Hoang Thi Loi - member of the Advisory Council on Democracy - Law, also gave her enthusiastic opinion on adding a monitoring program in line with the restructuring of the apparatus, removing the district level.

Mr. Ho Nam - Vice Chairman of the Ho Chi Minh City Party Committee's Inspection Committee, highly appreciated the proposal to supervise cadre planning, but also pointed out the current confusion and suggested that the Vietnam Fatherland Front of Ho Chi Minh City strengthen guidance and support.

Vice Chairman of the Ho Chi Minh City Vietnam Fatherland Front Committee Pham Minh Tuan concluded that cadres performing supervision tasks need to work in a constructive, pure, persistent, and responsible spirit, contributing to promoting socio-economic development.

The conference ended with important proposals and comments, demonstrating Ho Chi Minh City's determination to enhance the supervisory role of the Vietnam Fatherland Front, contributing to building a clean and strong political system.
