Dien Bien - The irrigation lake project, invested with 250 billion VND, after completion, has become a "shield" protecting more than 400 households in areas frequently at risk of floods.

The project to invest in the construction of Huoi Trang Tai lake (Thanh Nua commune) was approved by the Dien Bien Provincial People's Committee on May 28, 2021. This is a project belonging to group B, agricultural and rural development project level II, with a design life of up to 75 years.

This project has a total investment of 250 billion VND from the central budget and is invested by the Dien Bien Provincial Agricultural and Rural Development Project Management Board.

This project was completed at the end of 2024 with a land use area of 56 ha. The technical highlight of the project is the maximum dam height of more than 31m, and the length of the dam body of more than 367m.

Not only ensuring water sources for cultivation, water sources from the lake are also supplied to 2 hectares of aquaculture, helping to diversify livelihoods for local people.

The social value of the project is reflected in the ability to reduce floods and protect people's lives. The downstream area of the reservoir, including Hong Lech Nua, Hong Lech Cuong villages and Thanh Hung and Lech Cang color fields, is frequently facing the risk of flash floods.

Huoi Trang Tai Lake, when put into operation, has become a "shield" protecting the safety of about 400 households in these areas.

Along with that, the clearest effect that this 250 billion VND project brings is the ability to proactively source irrigation water for people. According to the approved design and operating procedures, the reservoir takes on the task of irrigating 462 hectares of agricultural land.

The project provides proactive irrigation water for 125 hectares of 2-crop rice and 50 hectares of crops. In particular, this reservoir plays a "saving role" in providing drought-fighting irrigation water for 285 hectares of rice downstream of Nam Rom canal in Thanh Yen commune.

Reservoirs also help raise groundwater levels in the area. From there, people can easily exploit domestic water from excavated and drilled well systems, solving the situation of domestic water shortage in the dry season.

According to the leader of Thanh Nua Commune People's Committee, to promote the actual efficiency of investment capital, in early 2024, Dien Bien Provincial People's Committee issued a very strict operating and regulation process for reservoirs.

Accordingly, the process clearly distinguishes between the flood season (from June to the end of October) and the dry season (from November to May of the following year) to have a reasonable accumulation and discharge plan.

In particular, flood discharge warning work is strictly regulated. Before discharging floodwater through the spillway, the operating unit must notify the government and people 24 hours in advance, and at the same time execute sirens to ensure absolute safety for the lives and property of people in the downstream area.

It is known that the system of 13 reservoirs managed by Dien Bien Irrigation Company has a total capacity of over 66 million m3.
