On May 13, the Standing Committee of the Hanoi Party Committee issued a decision to establish the Steering Committee for the Development of Hanoi Capital Culture. Politburo Member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation Tran Duc Thang is the Head of the Steering Committee.
Immediately after announcing the decision to establish the Steering Committee, Secretary of the City Party Committee Tran Duc Thang chaired a meeting to listen to reports and direct the acceleration of the implementation of the City Party Committee's Action Program to implement Resolution No. 80-NQ/TW of the Politburo on developing Vietnamese culture; at the same time, listen to reports and direct the implementation of action programs to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on "Breakthrough in education and training development" and Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on "Some breakthrough solutions, strengthening the protection, care and improvement of people's health".
Regarding tasks for the coming time, the Secretary of the City Party Committee affirmed that the city determines to continue to prioritize resources and organize implementation for 3 fields: culture, education and health.
In which, the city focuses financial resources associated with the requirement to improve investment efficiency, management, operation and specific accounting, clarifying what benefits each project after investment will bring to the people and to the long-term development of the Capital. The city requires that in planning work, it is necessary to clearly identify land funds for these three areas; in all urban areas and new residential areas, it is mandatory to allocate land funds for schools, medical facilities, cultural and sports facilities. In special cases where land is not allocated or there are adjustments, it is necessary to report to the Standing Committee of the City Party Committee for consideration and comments.
Regarding education and training, the Secretary of the City Party Committee noted to ensure the requirement that each commune and ward has a public school system with all three levels of education; places that do not meet the requirements must urgently invest in completion; develop public schools combined with strengthening socialization to ensure targets for schools, classes, and population according to the action program set out.
At the same time, continue to pay attention to the teaching staff, have solutions to ensure sufficient quantity and constantly improve the quality of this staff in accordance with the needs, planning and development roadmap of the Capital's education and training.
Regarding the health sector, Secretary of the City Party Committee Tran Duc Thang requested to further promote socialization, combined with improving the quality of the public health system; have a long-term plan to invest in training and fostering medical staff to ensure sufficient quantity and improve quality; synchronously develop the grassroots health system and preventive medicine to meet the needs of people's health care and reduce the burden on large hospitals, and comprehensively strengthen the capacity of medical examination and treatment.
Regarding the field of culture, Secretary of the City Party Committee Tran Duc Thang requested that there must be fundamental solutions to restore and develop cinemas, art troupes, cultural living spaces; resolutely prevent cultural facilities from being encroached upon, used for wrong purposes or deteriorating for a long time. At the same time, it is necessary to pay special attention to promoting digital transformation in the field of culture, especially digitizing relics and cultural data; pay attention to improving the quality of cultural and grassroots sports life; synchronously invest in cultural houses, playgrounds, and sports training locations for people, quickly overcoming current limitations.
Secretary of the City Party Committee Tran Duc Thang requested that city leaders, according to assignment, standing agencies regularly monitor and urge the implementation of action programs in 3 fields of health, education, and culture; periodically hold meetings every 2 weeks to evaluate work to direct the removal of difficulties and obstacles, promote the progress of projects and tasks, determined to create clear and substantial changes over time.
