On May 13, within the framework of his visit to North Korea, Special Envoy of General Secretary and President To Lam, Comrade Le Hoai Trung - Member of the Politburo, Minister of Foreign Affairs had a working session with Member of the Politburo, Secretary of the Party Central Committee, Head of the International Committee of the Workers' Party of Korea Kim Song-nam and talks with Member of the Politburo, Minister of Foreign Affairs of North Korea Choe Son-hui.
At the meeting, Head of the International Committee of the Workers' Party of Korea Kim Song-nam warmly welcomed Comrade Le Hoai Trung to be appointed as Special Envoy of General Secretary and President To Lam to North Korea to announce the results of the XIV Congress of the Communist Party of Vietnam and congratulate the success of the IX Congress of the Workers' Party of Korea.
Welcoming the visit to North Korea of Special Envoy General Secretary and President To Lam, North Korean Foreign Minister Choe Son-hui affirmed that General Secretary and President To Lam's sending of a Special Envoy to North Korea to inform about the results of the 14th National Congress of the Communist Party of Vietnam shows the high respect of the Party, State and People of Vietnam for the Party, State and People of North Korea.
Foreign Minister Choe Son-hui affirmed North Korea's consistent stance of always valuing the development of traditional friendly relations between the two Parties and two countries in accordance with the interests of the people of the two countries and in the spirit of the agreement reached between the senior leaders of the two countries at the meeting in Pyongyang in October 2025.
At the meetings, Special Envoy of General Secretary and President To Lam, Comrade Le Hoai Trung, congratulated North Korea on successfully organizing the IX Congress of the Workers' Party of Korea; happily announced the important results and good successes of the XIV Party Congress; emphasized that the Congress has set out guidelines, general goals, key tasks and strategic breakthroughs to build a rapid and sustainable developing country in the new era of development; steadfastly achieving the goal of national independence and socialism with the consistent ideology of "People are the root".
Comrade Le Hoai Trung affirmed that the Party, State and People of Vietnam always wish to constantly nurture and promote Vietnam-North Korea relations to become increasingly substantive and effective, in line with the common aspirations of the people of the two countries, contributing to maintaining peace, stability, cooperation and development in the region and in the world.
In a friendly and open atmosphere, the two sides agreed to continue to consolidate political trust through exchanges and high-level delegation exchanges at all levels; promote cooperation in fields suitable to the needs of both sides; and promote people-to-people exchanges between the two countries.
At the talks, the two sides also exchanged views on international and regional issues of common concern; agreed to strengthen cooperation and coordination at multilateral forums such as the United Nations, ASEAN Regional Forum (ARF); contributing to peace, stability, cooperation and development in the region and in the world.
