On April 15, Minister of Finance Nguyen Van Thang - Chairman of the Management Board of Social Insurance signed the Official Letter No. 4860/BTC -BHXH to the Secretary of the Provincial Party Committee, the Party Committee of the provinces and cities directly under the Central Government and the Chairman of the People's Committee of the provinces and cities directly under the Central Government proposed to continue strengthening and directing the implementation of social insurance policies (social insurance), health insurance (health insurance).
Accordingly, in order to promptly implement the duties of Vietnam Social Insurance according to the new organization right after the organization of the organization of the social insurance agency at all levels, and at the same time, ensure the successful implementation of the goals covered in 2025, the Ministry of Finance proposes localities to focus on a number of key tasks.
Strengthening the propagation, dissemination and education of law on social insurance and health insurance, especially the new contents prescribed in the Law on Social Insurance No. 41/2024/QH15, the Law on Health Insurance No. 51/2014/QH15 for cadres, party members, employers, workers and people to understand the necessary, role and interests of social insurance policies. Thereby, creating consensus and unity in the implementation organization, promoting the participation of social insurance and health insurance, contributing to ensuring long -term and sustainable social security.
Based on the resolutions of the Party and the Government annually, bringing the target of developing people involved in social insurance and health insurance into the Resolution of the People's Council on the annual socio-economic development tasks, the period of each level as prescribed in Resolution No. 102/NQ-CP and Resolution No. 69/NQ-CP on the assignment of targets for development of social insurance participants and Decision No. 546 Paragraph 2022 - 2025.
The localities are interested in leading and directing the promulgation of policies to support people and workers to encourage participation in social insurance and health insurance; At the same time, develop plans, programs and solutions to organize effective implementation.
The Ministry of Finance requests localities to direct the establishment and consolidation of the Steering Committee for the implementation of social insurance and health insurance policies at provincial and commune levels; improve the quality and efficiency of coordination of the Steering Committee at all levels; Functional agencies and social insurance agencies in implementing solutions to develop participants, reducing the amount of slow payment.
Ensuring the full interests of workers, people participating in social insurance, health insurance with the simplest, most reform and fastest procedure; Promote the inspection, examination, control, associated with anti -corruption and profiteering to optimize social insurance and health insurance funds.
Along with that, coordinate with regional social insurance and relevant agencies to synchronously implement solutions to effectively manage and use health insurance funds and cost estimates of medical examination and treatment of health insurance. Strengthen advising to assist the provincial People's Committee to perform the state management of health insurance through the inspection, examination and handling of violations.
At the same time, there are solutions to prevent abuse and profiteering health insurance fund; inspecting and examining medical examination and treatment facilities for health insurance without adjusting the cost of medical examination and treatment of health insurance increased unreasonably according to recommendations and warnings of the social insurance agency.
The Minister suggested that localities continue to direct medical examination and treatment facilities to provide adequate drugs, chemicals and medical equipment to serve patients, not to let patients have to buy themselves.
Request medical facilities to carry out medical examination and treatment work, appointment of treatment in accordance with the regimen, treatment guidance, and technical and technical processes of the Ministry of Health; strengthen the application of information technology, digital conversion in medical examination and treatment activities, exploiting VSSID and VNEID applications when carrying out medical care procedures; Fully and accurately update information about medical examination and treatment and transfer data to the social insurance agency as prescribed to serve the management of medical examination and treatment, create a national database on health, build electronic health records and inspection and payment of medical examination and treatment costs of health insurance promptly.
At the same time, directing the medical examination and treatment facility to actively detect, review, check and adjust appropriately for the expenses of medical examination and treatment with health insurance increased in accordance with the warning recommendations of the social insurance agency.
