The 8am news on September 24 of the Thanh Hoa Provincial Hydrometeorological Station said that storm No. 9 has reduced its intensity after entering the southern sea of Guangdong province (China), but still maintains strong winds and is likely to greatly affect the Thanh Hoa area in the coming days.
At 7:00 a.m. on September 24, the center of the storm was at about 21.3°N - 113.7°E, about 620km east of Mong Cai (Quang Ninh). The strongest wind near the storm center is level 15 (167183km/h), gusting over level 17, moving in the West Northwest direction at a speed of about 20km/h.
It is forecasted that by 7:00 a.m. on September 25, the storm will be in the sea area of Quang Ninh - Hai Phong at 21.5°N - 108.8°E. Wind intensity level 1011, gust level 13, continue to move in the West Northwest direction 2025km/h and gradually weaken. By 7:00 a.m. on September 26, the storm weakened into a tropical depression over the mainland in the Northwest region of the North, with winds below level 6. In the next 4860 hours, the storm will gradually dissipate.
In Thanh Hoa, from the night of September 24, the sea area will have winds gradually increasing to level 67, gusting to level 89, the sea will be rough. The offshore wave is 2.03.0m high. Strong winds and large waves at sea risk causing landslides, sea dykes, damage to aquaculture areas and anchored ships.
Due to the influence of the storm's circulation, from September 25 to the end of September 27, Thanh Hoa will have moderate rain, heavy rain to very heavy rain and thunderstorms. Rainfall in mountainous areas is generally 100200mm, some places over 200mm; coastal plains 70150mm, some places over 150mm. Heavy rain will be concentrated on September 26 and 27, posing a potential risk of flash floods on small rivers and streams, landslides in steep areas and flooding in low-lying areas.
The meteorological agency warns that strong winds and big waves at sea can cause landslides, embankments, damage to aquaculture areas and anchored ships. On land, strong winds are likely to blow off roofs, damage works, and break trees. Prolonged heavy rain is at high risk of causing flooding in low-lying areas, flash floods on small rivers and streams and landslides in mountainous areas.

The conference was connected to 166 communes and wards with the participation of leaders of relevant departments, branches, and units. At the conference, after listening to the report and discussion, the Chairman of the Provincial People's Committee concluded and directed key tasks to effectively respond, minimizing damage caused by the storm.
