Implementing the Prime Minister's Official Dispatch No. 170/CD-TTg dated September 22, 2025, to proactively respond to super typhoon RAGASA early and remotely, ensure the safety of people's lives and minimize property damage, following Official Dispatch No. 7149/CD-BCT dated September 22, 2025, the Minister of Industry and Trade requested the Prime Ministers at units in the Industry and Trade sector to focus on leading and directing the work of preventing and responding to super typhoon RAGASA.
Minister Nguyen Hong Dien requested the Department of Industry and Trade of provinces and cities to direct hydropower dam owners in the area to deploy the work of protecting hydropower dams and reservoirs and protecting production. Arrange forces, materials, machinery, and equipment to be ready to respond and overcome incidents. Strictly implement the inter- Lake and single- Lake operation process approved by competent authorities; strengthen inspection of equipment and machinery items serving the safe operation of dam works in all situations. Closely coordinate with local authorities to promptly inform people in downstream areas before releasing floodwaters, especially emergency flood discharge according to approved procedures.
Strengthen inspection of safety assurance for mineral exploration, exploitation, and processing activities and power grid systems under management. Direct industrial and commercial production facilities in the management area, especially facilities in areas near the coast or areas at risk of flash floods, landslides, to have response plans to ensure safety for people and property and prepare resources, means, and materials to proactively deploy response measures to natural disaster situations caused by super typhoon RAGASA.
Timely advise the Provincial People's Committee to direct investors of industrial works, especially hydropower and mineral exploitation works under construction in areas at risk of flash floods and landslides to immediately stop construction during the storm, have plans to move workers and machinery, equipment and materials to safe places, ensure smooth communication to serve the work of incident response and search and rescue.
Direct the Market Management Department of localities to strengthen market inspection and control, promptly detect and strictly handle violations of the law in commercial activities; strictly prevent and handle acts of taking advantage of natural disasters to speculate, hoard goods, unreasonably increase prices, illegally profit, especially before, during and after natural disasters, ensure the supply of essential goods, avoid shortages of supply, take advantage of natural disasters to increase prices unreasonably, affect people's lives.
Direct supply businesses in the area to effectively implement plans to reserve essential goods; review areas at risk of being cut off due to rain and floods to have specific plans to ensure the supply of the most essential goods, food, foodstuffs, and drinking water to people in affected areas.
