On the morning of September 14, the Standing Office of the Steering Committee for Civil Defense of Thanh Hoa province said that localities, departments, and branches in the province are implementing plans to respond to the tropical depression and the forecast prolonged heavy rain in the coming days.
Previously, the Chairman of Thanh Hoa Provincial People's Committee issued Official Dispatch No. 05/CD-UBND dated September 13, requesting units to proactively respond to tropical depressions, heavy rain, floods, flash floods, landslides and flooding.
According to the forecast of Thanh Hoa Provincial Hydrometeorological Station, from the afternoon of September 13 to September 17, the province will have moderate rain, heavy rain, in some places very heavy rain and thunderstorms.
The total rainfall for the whole period in the coastal plains and mountainous areas of the West and Southwest is commonly from 150-300mm, in some places over 400mm; other areas from 100-200mm, in some places over 250mm. Heavy rain is forecast to concentrate from September 14 to the morning of September 16.
Heavy rain is likely to cause flooding in low-lying areas, urban areas, and industrial parks; flash floods on small rivers and streams and landslides in steep slopes. Rivers in the province are likely to experience a flood, with flood amplitudes at hydrological stations commonly from 2-5m.
Chairman of Thanh Hoa Provincial People's Committee requested localities to organize inspections and reviews of residents in river and stream areas, places at risk of flooding, flash floods, and landslides to proactively relocate and evacuate people to safe places.
In particular, areas that have experienced subsidence, landslides, and flooding must be closely monitored. Localities must ensure food, foodstuffs, drinking water and essential necessities for people in evacuated areas.
The Chairman of the Provincial People's Committee also requested to inspect dyke, dam, traffic and important infrastructure projects, especially key locations and unfinished projects; arrange on-duty forces to immediately handle arising situations.
Regarding agricultural production, the Chairman of the Provincial People's Committee requested localities to support people to urgently harvest rice and products that have reached harvest time according to the motto "green at home is better than old in the field", and at the same time proactively drain water in production areas, low-lying areas, urban areas and industrial parks.
The Chairman of the Provincial People's Committee requested functional forces to arrange people to control underground, overflows, deeply flooded areas, fast-flowing water or areas at risk of landslides; resolutely not allowing people and vehicles to pass if safety is not ensured.
Localities also prepare forces, materials, vehicles and logistics according to the "four on-site" motto, stockpiling essential goods in residential areas at risk of prolonged division due to floods.
