Although many solutions have been implemented, the treatment still faces many obstacles, causing great waste of land resources and infrastructure.

Many problems in arranging and handling surplus public land and housing

According to statistics from Thanh Hoa province, after the administrative unit arrangement (2019 - 2021 period), there are more than 500 vacant public offices and land in the province (mainly commune-level headquarters, schools, medical stations, and village cultural houses).

Over the years, Thanh Hoa province has repeatedly directed relevant agencies and localities to take action to resolve the above issue. However, so far, the handling has only achieved very little results, causing many headquarters to continue to be abandoned, causing great waste.

Regarding the information about the vacant offices and real estate in the area, the representative of the Finance - Planning Department of Thanh Hoa City People's Committee said that there are currently 91 vacant and unused public facilities and real estate in the area. Of these 91 facilities, 5 are located in the surplus project area but the project has not been implemented so they have not been processed; 22 facilities are in the process of waiting for handover; 24 facilities have approved plans to sell assets and transfer land use rights but have not sold any facilities. There are also 40 facilities located in areas that must adjust construction planning to sell assets and transfer land use rights.

According to the representative of Thanh Hoa City People's Committee, in the process of resolving surplus public works and land, there are many difficulties, when the origin of the works and land is not clear, some regulations and implementation instructions are not really clear. Typically, in Thanh Hoa City, there were many surplus cultural houses after the merger. Meanwhile, the origin of land for building cultural houses in some localities is due to people donating land, or participating in contributing to building cultural houses.

Up to now, there are surplus and vacant real estate facilities, but when building a plan to auction assets and land use rights, people demand the return of donated land, or demand compensation for assets contributed to construction. Therefore, the arrangement and handling of surplus public real estate becomes even more difficult.

Long abandoned headquarters and real estate

According to Lao Dong Newspaper, there are many abandoned facilities and real estate in Thanh Hoa City. For example: On Le Loi Avenue (one of the most beautiful streets in Thanh Hoa), many offices and real estate, although located in prime locations, have been abandoned for many years. Especially the old headquarters of Thanh Hoa Radio and Television Station (at the intersection of Le Loi Avenue and Hac Thanh Street). This headquarters, with an area of ​​thousands of square meters, has been abandoned for many years since the unit moved to a new headquarters.

Also located on Le Loi Avenue, the old headquarters of the State Treasury of Thanh Hoa City and the Social Insurance of Thanh Hoa City have been closed and abandoned for many years.

Some other routes such as: Tran Phu Street has the old headquarters of Thanh Hoa City Procuracy; on Phan Chu Trinh Street, there is the old headquarters of the Land Clearance and Resettlement Board of Thanh Hoa City, which is abandoned and shabby; in Ham Rong Ward, there is Ham Rong Conference Center, which was invested with hundreds of billions of VND, but has been abandoned for many years...

In addition to the above locations, in Thanh Hoa City, there are many offices and real estate of the People's Committee of some wards that are also abandoned. Most of these offices and real estate are located in prime locations, in the "golden land" areas of the city. However, after many years of abandonment, they have seriously degraded, causing waste of infrastructure and land resources.
