According to RT, on January 20, the White House said that President Donald Trump signed an executive order freezing all US foreign development assistance for 90 days.
This decision was made by President Donald Trump to assess the effectiveness and suitability of foreign aid programs with his foreign policy.
A comprehensive review was ordered by a series of federal agencies, overseen by Secretary of State Marco Rubico and the Office of Management and Budget.
The White House decree stated that current foreign aid packages are not in line with US interests, in some cases even contrary to those of the US, and are pushing many countries into conflict with each other, causing world peace to fall into a state of instability.
It is unclear how much aid would be cut or terminated by the order because many programs have already been approved by Congress, including a multibillion-dollar aid package for Ukraine.
RT believes that this reflects Mr. Trump's tough stance in cutting funding for UN agencies as well as countries on the aid list to protect national interests.
Also on January 20, Mr. Trump announced that he would withdraw the US from the World Health Organization (WHO), claiming that the US had to pay too much money compared to other countries when joining this organization.

During the US presidential campaign, Mr. Trump always criticized Washington's foreign aid, including aid to Ukraine, while pledging to reduce the burden on the people and prioritize the domestic situation above all else.
Since the Russia-Ukraine conflict began in February 2022, the US has continued to provide military, financial, and humanitarian aid to Ukraine. The most recent was a $500 million arms package approved by then-US President Joe Biden in January 2025.
