Looking straight at reality
In the context of the increasingly urgent requirement to innovate and improve the quality of grassroots cadres, the Executive Committee of the Thanh Hoa Provincial Party Committee has just issued Resolution 06, proposing strong solutions to overcome limitations and inadequacies in cadre work at the grassroots level, while promoting the sustainable development of the local government system.
According to the report of the Provincial Party Committee Executive Committee, in the past time, grassroots cadre work in many localities has been innovated and achieved many encouraging initial achievements, but still revealed many shortcomings and limitations.
The Executive Committee of Thanh Hoa Provincial Party Committee frankly acknowledged that since the implementation of two-level local government from July 1, 2025 to now, the grassroots cadre team is large but not strong, the situation of both surplus and shortage of cadres, and structural irrationalities still occur. The capacity of a part of cadres is still limited; there is still a situation of shirking, avoiding, and fearing responsibility.
The number of officials with professional qualifications in science and technology, digital transformation, construction, natural resources and environment is still small; at the same time, there is still a lack of skills to handle work in the electronic environment and the ability to adapt to digital transformation requirements...
The Resolution also pointed out that the causes of the above limitations and weaknesses are due to the awareness and sense of responsibility of some Party committees, Party organizations, leaders of agencies, units and cadres, party members, especially the heads in personnel work and building grassroots cadres who are not truly complete, profound and comprehensive.
The workload has increased significantly, officials have to concurrently hold many professional fields, and the pressure to resolve administrative procedures and receive citizens at the commune level is increasing. In addition, the mechanism to protect officials who dare to think, dare to do, dare to innovate and create for the common good is still not strong enough and effective.
At the same time, the locality has not fully promoted the supervisory role of the elected body, as well as the supervisory and social criticism activities of the Fatherland Front and socio-political organizations.

Repair right from the grassroots level
Faced with the above situation, Resolution 06 proposes specific groups of solutions. First of all, review, arrange, and appoint cadres in accordance with the plan, ensuring a reasonable structure and capacity to meet requirements. The evaluation and classification of cadres will be carried out publicly and transparently, associated with practical results and actual capacity.
At the same time, localities must strengthen the training and fostering of grassroots cadres, focusing on management skills, grasping people's thoughts and handling real-life situations. Capable young cadres will be discovered and created a source to supplement the successor team.
The Resolution emphasizes the improvement of the responsibility of Party committees and authorities at all levels, promoting the role of inspection and supervision in the management, transfer and use of cadres. Party committees at all levels must resolutely handle cadres who violate qualities, capacity or negatively affect the prestige of the Party and grassroots government.
In addition, agencies, departments, the Fatherland Front and socio-political organizations are required to closely coordinate to properly assess the capacity of cadres, ensuring that cadre work is carried out fairly and objectively.
According to the assessment of the Executive Committee, improving the quality of grassroots cadres is a vital task, deciding the effectiveness of management, direction and implementation of the province's policies. Resolution 06 affirms: it is necessary to look directly at limitations, correct them right from the grassroots level, combined with improving training, fostering, and transparency in recruitment, appointment and use of cadres.
The Executive Committee of Thanh Hoa Provincial Party Committee emphasized that the determination to innovate cadre work must go hand in hand with building a democratic and disciplined working environment, promoting the responsibility of each cadre. This is the basis for consolidating people's trust, strengthening management effectiveness, contributing to building Thanh Hoa into a sustainably developed province, possessing a contingent of cadres capable of leading and serving the people effectively.
