On May 8, Lam Dong province organized a conference to summarize 1 year of operating the 2-level local government model.
Attending and giving directing speeches at the conference were Mr. Do Thanh Binh - Member of the Party Central Committee, Minister of Home Affairs.
Assessing the implementation process of the 2-level local government model in Lam Dong, the Minister of Home Affairs acknowledged the efforts of the locality in ensuring political and social stability in the process of arranging the organizational structure.
According to Minister of Home Affairs Do Thanh Binh, Lam Dong province needs to continue to innovate strongly, drastically and more substantively. The Minister requested the locality to focus on improving the quality of grassroots cadres through cadre standardization, promoting in-depth training and fostering, completing job positions and building mechanisms to attract high-quality human resources to work at the grassroots level.
Along with that, the province needs to promote decentralization and delegation of power associated with administrative procedure reform in a substantive direction, ensuring clear people, clear tasks, and clear responsibilities.
The Minister of Home Affairs also requested Lam Dong to focus on consolidating the organizational structure of the administrative apparatus and non-business units. Localities need to review and rationally arrange villages and residential groups, reduce focal points, and improve management efficiency at the grassroots level immediately after the Government issues relevant decrees.
Lam Dong province needs to promote administrative reform associated with digital transformation, continue to strengthen administrative discipline and order, improve the responsibility of heads, and ensure the apparatus operates smoothly, effectively, and efficiently.
At the conference, many units and localities raised difficulties and obstacles in the process of implementing the 2-level local government model; and at the same time proposed new models and ways of working to improve the operational efficiency of grassroots governments in the coming time.
Concluding the conference, Secretary of the Lam Dong Provincial Party Committee Y Thanh Ha Nie Kdam emphasized that in the coming time, Lam Dong will continue to review, arrange, and arrange the contingent of cadres, especially grassroots-level cadres, in the spirit of the direction on "five grassroots cadres".
According to the Secretary of the Lam Dong Provincial Party Committee, the arrangement of cadres will ensure the right people, the right jobs, promote the capacity, strengths and work experience of each individual, meeting the requirements of effectively operating the 2-level local government model in the new period.
In addition, administrative reform associated with digital transformation continues to be identified by Lam Dong as a priority task. Administrative procedures need to be implemented in a more convenient and faster direction for people and businesses.
