Thanh Hoa allocates nearly 118 billion VND from emission reduction payments

Thanh Hoa - Nearly 118 billion VND from ERPA will be paid to forest owners in Thanh Hoa in 2025, to implement the financial plan to reduce emissions in the North Central region.

On June 4, information from the People's Committee of Thanh Hoa province said that the locality had approved the financial plan for 2025 from the revenue from the North Central region (ERPA) emission reduction agreement, with a total cost of nearly 118 billion VND.

Of which, nearly 45 billion VND is an unused budget from 2024 transferred to 2025, including more than 18 billion VND managed by the Provincial Management Board of the Forest Protection, Environment and Natural Disaster Prevention and Control Fund, and more than 26 billion VND allocated to forest owners.

ERPA's 2025 resources add nearly 73 billion VND, of which nearly 61 billion VND will be paid directly to forest owners, nearly 6.8 billion VND will be allocated to the Fund Management Board, and more than 5.1 billion VND will not be eligible for payment (including more than 510 million VND for management and more than 4.6 billion VND from unqualified forest owners).

The beneficiary period lasts from January 1 to December 31, 2025. Approval and payment are decentralized according to each forest owner group: Department of Agriculture and Environment approves affiliated units and non-state economic organizations; District People's Committees approve to Commune People's Committees; superior agencies in charge of armed forces and other forest owners approve within the management scope.

The funds will be transferred to bank accounts for organizations, commune People's Committees and organizations assigned with forests; for households, individuals and communities, the payment will be made through public postal enterprises.

The Department of Finance and the Department of Agriculture and Environment are assigned the task of appraisal, guidance, inspection, supervision of use, public announcement of beneficiaries and ensuring proper implementation of the plan according to regulations.
