Thanh Hoa plans to reduce 76 communes, the most in the country

From 2017 to present, Thanh Hoa province has arranged to reduce 76 commune-level administrative units, 1,620 villages and residential groups, thereby reducing 9,902 people - the most in the country.

That was the information given at the Conference summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee of the Standing Committee of Thanh Hoa Provincial Party Committee held on the morning of December 26.

According to the report, after 7 years of implementing Resolution 18, Thanh Hoa province has exceeded the target of streamlining the payroll for the 2016-2021 period in accordance with the spirit of Resolution No. 39-NQ/TW (reducing over 10% of the payroll of cadres, civil servants and public employees); correctly implementing the roadmap and plan for streamlining the payroll for the 2022-2026 period, by the end of 2026, reducing 5% of cadres, civil servants and 10% of public employees receiving salaries from the state budget.

From 2017 to present, Thanh Hoa has merged 143 communes to establish 67 communes, reducing 76 communes, from 635 communes, wards, and towns to 559 communes (period 2016-2021), the most in the country. Regarding the merger of villages and residential groups, from 2017 to present, Thanh Hoa has merged 3,172 villages and residential groups to establish 1,522 new villages and residential groups. The whole province has reduced 1,620 villages and residential groups (from 5,971 villages and residential groups to 4,351 villages and residential groups).

Along with the merger, the number of non-professional workers in villages and residential groups was improved by arranging 3 people to take on 6 positions and now 2 people to take on 4 positions (due to the establishment of village and hamlet security protection teams), thereby reducing the number of non-professional workers in the province by 27,279 from the merger of villages and residential groups.

Also according to the report, currently continuing to merge according to Resolution No. 1238/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee reducing 12 communes to 547 communes, wards and towns, Thanh Hoa is also synchronously implementing the streamlining of cadres, civil servants and non-professional workers at the commune level due to the merger with the arrangement and rearrangement of cadres and civil servants at the commune level according to Decree No. 34/2019/ND-CP of the Government and the sending of regular police to work in the commune.

Up to now, Thanh Hoa has reduced 9,902 cadres, civil servants, and part-time workers at the commune level (commune cadres reduced by 541 people, commune civil servants reduced by 2,556 people, and part-time workers reduced by 6,805 people).

Regarding the implementation of streamlining the government sector's payroll in the 2016-2021 period: The number of civil servants will be reduced by 518, with a staff reduction rate of 12.29%. The number of civil servants will be reduced by 6,843, with a staff reduction rate of 11.3% (this figure does not include the 7,126 additional education and health career positions assigned by the Ministry of Home Affairs for the 2016-2021 period).

Regarding the administrative unit arrangement, Thanh Hoa is currently continuing to implement the 2023-2025 period according to Resolution No. 939/NQ-BTVQH15 dated December 13, 2023 and Resolution No. 1238/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee. In which, Dong Son district is merged into Thanh Hoa city, reducing 1 district; 23 communes are merged to form 11 communes, reducing 12 communes.

The report at the conference also showed that for the Party and mass organizations, 1 agency was reduced (merging the Provincial Enterprise Party Committee into the Provincial Agencies Party Committee into the Provincial Agencies and Enterprises Party Committee); 24 departments and offices were reduced... Implementing the model of the Head of the Provincial Party Committee's Mass Mobilization Commission concurrently being the Chairman of the Provincial Fatherland Front Committee; Head of the District Party Committee's Propaganda Commission concurrently being the Director of the District-level Political Center in all 27/27 districts, towns, and cities.

Strictly implement the streamlining of the Party and mass organizations' payroll: In the 2016-2021 period, 286 people were streamlined, the payroll streamlining rate reached 10.87%. In the 2022-2026 period, implement the plan correctly, ensuring that by the end of 2026, 5% of cadres, civil servants and 10% of public employees receiving salaries from the state budget will be reduced.

Regarding local government, the province has reduced 5 provincial-level departments, branches and units, 4 branches, 20 departments, 22 departments, 27 medical departments under district-level People's Committees; reduced 262 public service units and 81 focal points under service units of provincial-level unions, provincial-level agencies and district-level People's Committees.
