On January 7, in Can Tho City, a conference was held to review the work of 2024 and deploy tasks for 2025 of the Home Affairs sector.
At the conference, Director of the Department of Labor, War Invalids and Social Affairs of Can Tho City, Tran Thi Xuan Mai, said that the unit is in the process of merging with the Department of Home Affairs to form the Department of Home Affairs and Labor.
The Director of the Department of Labor, War Invalids and Social Affairs said that the most difficult part of the organization and arrangement of the apparatus is to encourage civil servants, public employees and workers to voluntarily write applications for early retirement. Especially the group of civil servants, public employees and leaders who have less than 5 years left to retire.
Ms. Tran Thi Xuan Mai informed that 5 civil servants and leaders (departments, divisions) have sent applications to the Board of Directors of the Department of Labor - Invalids and Social Affairs to request early retirement. However, the Department of Home Affairs said that they are waiting for the City People's Committee to provide specific instructions on the content of the application and implement policies according to appropriate documents for each case.
Ms. Tran Thi Xuan Mai added that the Department of Labor, War Invalids and Social Affairs continues to encourage civil servants and public employees with less than 5 years or 10 years of voluntary retirement to submit applications to both ensure the direction and proactively arrange positions for the City unit.
“Currently, people are very concerned about the regime and policies after writing a voluntary application for early retirement. Therefore, it is recommended that the Department of Home Affairs actively coordinate with the Department of Finance to advise the People's Committee of Can Tho City to submit to the People's Council for comments from the Standing Committee of the City Party Committee to promptly have policies.
That is the sentiment of the staff, civil servants and public employees working at units awaiting merger. If the city has specific and clear instructions, it will be a source of encouragement for staff and public employees to voluntarily write applications for early retirement," Ms. Tran Thi Xuan Mai shared.
Mr. Chau Viet Tha - Director of the Department of Home Affairs - stated: "The Department of Home Affairs, Finance and Justice continue to research to develop a policy mechanism to serve this arrangement, so that in addition to the policies prescribed by the Government, the City also has policies to support, encourage and motivate those affected and impacted by the arrangement. Currently, the Department of Home Affairs is coordinating to implement this."
According to the Department of Home Affairs, in 2024, the Home Affairs sector will focus on reviewing, rearranging, and reorganizing administrative agencies, organizations, and public service units.
Continue to tighten discipline and administrative discipline in the performance of public duties, strictly and promptly handle those who commit violations and violations of the law. At the same time, implement measures to push back the situation of shirking, avoiding, and lacking responsibility in performing duties of cadres, civil servants, and public employees (CBCCVC).
Organize a review of individuals related to limitations and shortcomings according to the inspection conclusions of the authorities: 32 cases were disciplined, 287 cases were dismissed.
Regarding the work of staffing and streamlining, the city has streamlined 42 cases (6 civil servants, 36 public employees); advised the City People's Committee to submit to the City People's Council a resolution on staffing in 2025 (cutting 16 civil servant positions and 379 employees).
In the 2022-2025 period, 35 civil servant positions were cut, equivalent to a 1.9% reduction compared to the 2021 assigned position (reaching 37.63% of the 2022-2026 staff reduction plan) and 2,073 employees were reduced, equivalent to a 10% reduction (reaching 100% of the 2022-2026 staff reduction plan).
