Implementing Directive 04/CT-TTg dated May 17, 2022 of the Prime Minister on the conservation of wild birds and migratory birds and the direction of the Provincial People's Committee, the Department of Agriculture and Environment of Thanh Hoa has strengthened the management and protection of birds in the whole province. On that basis, the Forest Protection Department directed the forest rangers to coordinate with local authorities and related forces to deploy drastic measures to prevent illegal bird trapping and trading.
In the first 9 months of 2025, the forest rangers coordinated with interdisciplinary teams of communes and wards to inspect 682 cases at points at risk of trapping, with 3,678 participants; propagated 671 cases on the radio system, 86 mobile cases; signed commitments with 284 subjects who had violated. Results: seized and destroyed 11,670m of nets, 594 traps, 88 loudspeakers, 26 batteries, 671 bamboo stakes, 655 fake storks; released 611 storks and silver storks back into the wild; destroyed 58 dead individuals. The whole province handled 8 administrative violations related to wild bird trapping and transportation, paying the budget 24 million VND.

To proactively prevent, on August 21, 2025, the Department of Agriculture and Environment issued Official Letter 10137/SNNMT-CCKL; on August 29, 2025, the Forest Protection Department issued Official Letter 1337/CCKL-QLR&BT on strengthening prevention, combating and handling violations of the law on biodiversity and protection of wild, endangered and rare species.
The focus of the directives includes promoting propaganda, raising public awareness in key areas; Reviewing, making a list of endangered subjects, inspecting and signing a commitment not to illegally capture or trade birds; Strengthening patrols, controlling, and strictly handling the act of hunting, trading, transporting, and storing wild birds; Guiding wildlife farming facilities to quarantine, disinfect, prevent diseases, and reduce the risk of disease transmission from wild birds.

Thanks to the close direction of the Provincial People's Committee, the Department of Agriculture and Environment, and the participation of the grassroots government, forest rangers and functional agencies, the management and protection of wild birds and migratory birds has achieved positive results. Up to now, the whole province no longer has a hot spot for illegal wild bird trapping, trading, and transportation.
