Can Tho City Inspectorate has just concluded an inspection of the responsibility for performing public duties of cadres, civil servants and public employees in handling administrative procedures (TTHC) and providing public services to people and businesses in the city at the Department of Natural Resources and Environment (TNMT).
According to the conclusion, the City Inspectorate pointed out the limitations of this department. Regarding the responsibility of state management in implementing administrative procedures and providing public services, the Department of Natural Resources and Environment did not provide timely advice on 9 internal procedures of 3-level administrative procedures in the environmental field to submit to the City People's Committee for approval according to regulations.
The electronic process has not been updated according to the announced administrative procedures and the internal process for handling approved administrative procedures; the rate of digitization of records and results of handling administrative procedures is still low, not ensuring the annual plan set forth by the City People's Committee.
Regarding the settlement of administrative procedures, some files were received but no File Receipt was issued and no date for returning results was scheduled.
Most of the overdue records did not issue an apology letter as prescribed in Clause 9, Article 19 of Decree No. 61/2018/ND-CP, and some records were not implemented in accordance with approved internal procedures.
The handling and resolution of administrative procedures between paper records and records on the Electronic One-Stop Software has not been unified (paper records have been processed and results returned on time but the software reports an overdue date), which is not in accordance with the provisions of Decree 61/2018/ND-CP.
Some complaints and recommendations were received and processed beyond the time limit prescribed in Circular 02/2017/TT-VPCP.
Through the inspection results, the City Inspectorate recommended that the Chairman of the City People's Committee direct the Director of the Department of Natural Resources and Environment to seriously rectify and promptly overcome shortcomings and limitations in handling administrative procedures, especially the awareness and responsibility of cadres, civil servants and public employees in the process of performing their duties and public services.
Promptly advise on the issuance of internal procedures for 3-level administrative procedures in the environmental sector; overcome the inconsistent processing between paper and electronic records; issue receipts, schedule results and apologize when processing overdue records according to regulations.
Implement Decree No. 45/2020/ND-CP. Pay attention to monitoring and implementing solutions to improve the index in Decision No. 766/QD-TTg, especially ensuring the digitization rate of records and results of handling administrative procedures according to the annual plan of the City People's Committee.
Regularly inspect and supervise the compliance with the law and the implementation of working regulations of the staff, civil servants and public employees in handling administrative procedures. Update records of handling administrative procedures on the Electronic One-Stop Software, ensuring compliance with approved internal procedures....
Seriously learn from experience in directing and operating; at the same time direct experience learning and review for collectives and individuals related to limitations and shortcomings in handling administrative procedures and providing public services through inspection conclusions.
